Goal
- The goal of the project is to create a sustainable and effective rehabilitation system that supports the restoration of functional abilities, social participation, and economic viability to all those in need.
Priorities
- Strengthening management capacity in the rehabilitation system. Rehab4U, together with the Ministry of Health, will work to develop a comprehensive national roadmap, prioritize services, and support legal and operational reforms in the rehabilitation system. Rehab4U will pay special attention to the development of strategic cooperation with US universities and companies. This will help attract modern technologies, innovative solutions and investments to the rehabilitation sector of Ukraine. These steps will improve the quality of rehabilitation services, deepen international partnerships, and strengthen the capacity of the Ukrainian rehabilitation system.
- Improving the availability of physical rehabilitation services and access to assistive technologies. To improve the skills of rehabilitation professionals, Rehab4U, in cooperation with leading international educational institutions and the United States, will work to improve a range of educational components, including master's and specialization programs in prosthetics and orthotics, physical therapy, and occupational therapy. The project will also develop the capacity of the professional community through research, study tours and trainings. At the same time, reliable mechanisms for monitoring and ensuring the quality of service delivery will be established. In addition, together with its American partners, Rehab4U will raise awareness among family doctors about the needs of veterans for specialized rehabilitation services. Hundreds of medical professionals will be trained to work effectively with veterans. The project will also expand patients' access to assistive technologies, such as wheelchairs, crutches, prostheses, etc.
- Promoting the inclusion of veterans and people with disabilities in community life and economic recovery. Particular attention will be paid to the active involvement of veterans and people with disabilities in public life and economic recovery of Ukraine. This includes their participation in decision-making processes at both the national and regional levels. The project will also support the integration of veterans into civilian life by creating and strengthening specialized veteran spaces that combine physical rehabilitation and economic reintegration services. At the same time, Rehab4U will help businesses implement best practices for hiring veterans. This comprehensive approach will allow people with disabilities and veterans to participate in public policy making and significantly strengthen the country's socio-economic resilience.
NAPD activities in the project
The National Assembly of People with Disabilities of Ukraine (NAPD) promotes the active involvement of people with disabilities and veterans in decision-making processes and supports the development of the capacity of civil society organizations to influence policy-making.
Areas of work of NAPD:
- Involvement of people with disabilities in the process of national and local policy making
- Conducting an awareness-raising campaign to create a supportive environment for people with disabilities.
Key activities:
- A platform for interaction between professionals, government officials, the public, and the community.
- An open space to help improve access to rehabilitation and medical services for people with disabilities.
- A platform for public examination of draft laws, legal advice, and dialog with the authorities.

Legal analysis of legislation
- Identification of gaps, preparation of amendment proposals, and participation in the development of regulations.
- Systematic analysis of legislation in the areas of rehabilitation, medical and other assistance, and universal design.
Building coalitions
- Participation in public consultations and decision-making at the local and national levels.
- Community building: representatives of people with disabilities, veterans, NGOs, regional leaders.
Partnerships with communities
- Raising awareness of local communities about the rights of people with disabilities, rehabilitation services and accessibility.
Educational activities
- Organizing seminars, webinars, expert discussions and dialogues with government officials.
Information platform
- Creating and maintaining a section on the NAPD website with up-to-date information on rights, technical rehabilitation aids, legislative changes, and support opportunities.
