Equal Access: The NAPD Resource Center Provides Consultations to Institutions and Organizations on Improving Accessibility

Specialists from the National Assembly of People with Disabilities of Ukraine (NAPD) are actively providing consultations to state and municipal institutions by assessing transport infrastructure, office buildings, and residential facilities for compliance with accessibility standards for people with limited mobility. These efforts are carried out upon request within the activities of the NAPD’s Resource Center.

According to NAPD accessibility experts Yuriy Vasylenko and Yevhen Svet, special attention must be paid to facilities frequently visited by people with disabilities—such as the metro system, local offices of the Pension Fund, departments of social and veterans’ affairs in Kyiv, and other public institutions. The NAPD continues working closely with these institutions. 

One of the entities that turned to NAPD for guidance was the Office of the Prosecutor General of Ukraine. The Office requested an accessibility assessment of its premises for employees and visitors with disabilities. Following the on-site evaluation, NAPD experts provided detailed recommendations on physical, digital, and informational accessibility improvements. These included proposals to develop an internal accessibility policy, remove workplace barriers, update the official website to meet WCAG 2.1 standards, implement video communication with captions and sign language interpretation, and publish key documents in simplified formats accessible for people with visual and hearing impairments.

At the request of the Department of Social Protection of the Dniprovskyi District in Kyiv, NAPD experts assessed Library No. 16 on Prazka Street and designed ramp installation plans. They also inspected twenty apartment buildings equipped with ramps, rails, and lifts. Based on their findings, the NAPD team provided practical recommendations to improve these accessibility features and advised on better solutions for future renovations. експерти НАІУ провели огляд та підготували схеми з облаштування пандуса у дитячій бібліотеці №16 на вул. Празькій. А також здійснили виїзди до  двадцяти багатоквартирних житлових будинках району, які були обладнані засобами доступності: пандусами, апарелями, підйомниками. Підрядникам та представникам управителя надали  рекомендації щодо можливостей поліпшити існуючі конструкції, зробивши їх зручнішими для користування людей з інвалідністю. Експерти НАІУ також порадили, які саме варіанти забезпечення безбар’єрного доступу, на їх думку, було б доцільно використовувати під час реконструкції інших об’єктів. 

 NAPD experts plan to continue supporting institutions by conducting accessibility audits, designing and implementing barrier-free projects, and combining technical expertise with practical solutions and civic engagement.
