About NAPD

We are the All-Ukrainian Public Association “National Assembly of People with Disabilities of Ukraine" (NGO NAPD).

НАІУ — парасолькове об’єднання 120 національних та регіональних громадських організацій людей з інвалідністю, зокрема тих, які створені та керуються безпосередньо людьми з інвалідністю, законними представниками людей з інвалідністю, батьками, які виховують дітей з інвалідністю. Їхня діяльність розповсюджується на національному та місцевому рівнях у різних областях України.

НАІУ — впливова та потужна організація, яка бере активну участь  у формуванні та реалізації державної політики в сфері прав людей з інвалідністю.

As part of our activities, we:

  • Advocate for the rights of people with disabilities
  • Provide legal advice and institutional support
  • Conduct training and education
  • Provide humanitarian aid
  • Analyse national legislation regarding the rights of people with disabilities
  • Study international experience related to social and legal protection of people with disabilities
  • Draft and submit proposals for improving legislation to government institutions

We are part of the international public movement of people with disabilities and members of the European Disability Forum. European Disability Forum.

We cooperate with international organizations, the UN agencies, the UNHCR humanitarian cluster coordination system, and humanitarian organizations to advocate for the rights of people with disabilities in recovery and rapid humanitarian response.

  • Accessibility. We aim to create an accessible, safe, and non-discriminatory environment for everyone. We actively promote the principles of accessibility and universal design, viewing them as fundamental to building an inclusive society.

  • Participation. We work to ensure that the voices of people with disabilities are visible and heard at national and local levels in decision-making processes that affect their lives. Our efforts, including our involvement in the recovery and development of Ukraine, are rooted in European values and a strong commitment to human rights. We advocate for adherence to fundamental humanitarian principles in the delivery of humanitarian aid and the creation of policies.

  • Gender equality. We address challenges and issues through the gender lens of human rights and disability. We engage society in breaking down stereotypes and dispelling myths about women with disabilities. We promote the social and economic integration of women with disabilities and advocate for their active inclusion in the feminist movement.

  • Independence. We defend the right of people with disabilities to choose where, how, and with whom to live, on equal terms with others. We advocate for transitioning from institutionalised care to community-based living.

NAPD History

2002 – 2014

The National Assembly of People with Disabilities of Ukraine (NAPD) has been advocating for the rights of individuals with limited mobility since 2002. It was founded by 15 nationwide and 12 regional organisations led by people with disabilities.

2014 – 2022

Since 2014, the NAPD has focused on the protection of the rights of internally displaced persons with disabilities, civilians who acquired disabilities as a result of hostilities, and veterans across all regions of Ukraine, except for the temporarily occupied territories.

2022 – present

Since the outbreak of the full-scale Russian invasion, the NAPD has been actively involved in ensuring the inclusion of persons with disabilities in humanitarian response efforts and recovery initiatives.
