Goal

Developing inclusive vocational education and training for veterans and people with disabilities – strengthening resilience and social participation.

Project results

As part of the project Inclusive VET: Improving Training for Veterans and People with Disabilities”, a comprehensive set of training and practical activities was delivered to strengthen the VET providers’ capacity to build accessible and inclusive educational environments.
100 representatives of VET providers completed training on inclusive vocational education and training. Participants developed practical approaches to organising inclusive learning, applying universal design and reasonable accommodation, and improving communication and support for learners with diverse needs.
31 participants received certificates as trainers in inclusive vocational education and training. The Training of Trainers (ToT) model established a foundation for further cascading the knowledge and best practices across teaching teams within VET institutions.
Supervision and consultative support for VET providers was introduced. Teaching staff and VET administrators received support in tackling real-world issues related to implementing inclusive approaches, analysing specific cases and developing practical solutions to remove barriers in the educational process.
A comprehensive suite of practical and methodological materials on inclusive vocational education and training was developed. These resources cover universal design, reasonable accommodation, inclusive institutional policy, strategies for working with persons with disabilities and veterans, interagency cooperation, accessible communication, and other aspects of inclusive environment design.
Training on safety and first aid tailored to the needs of persons with disabilities was delivered. VET representatives gained practical knowledge on supporting learners with diverse needs during emergency and crisis situations.
The capacity of VET providers in inclusive communication was strengthened. Participants worked on information accessibility, target audience identification, non-discriminatory language, and designing messages that effectively inform and engage persons with disabilities and veteran s in VET programs.
The knowledge, practices, and materials developed within the project remain available to VET providers to support ongoing staff development, improve the educational process, and advance inclusive environments.

The Skills4Recovery Multi-Donor Initiative aims at supporting the training and retraining of a skilled workforce in five sectors of the economy that are important for recovery: construction, transport, agriculture, services, and manufacturing. This objective is pursued by strengthening the capacity of vocational education and training providers to offer high-quality, labour-market-oriented educational services, engage vulnerable population groups, and cooperate with employers.

Skills4Recovery is co-funded by the European Union, Germany, Poland, Estonia, and Denmark. It is implemented by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH and Solidarity Fund PL (SFPL). The programme runs until December 2026 and covers all regions of Ukraine.
