Goal

Developing inclusive vocational education and training for veterans and people with disabilities – strengthening resilience and social participation.

Project objectives

Inclusive Vocational Education for VET Teachers and Administrators (Train-the-Trainers). The ToTs focus on inclusive methods that help teachers actively engage students with diverse disabilities and PTSD, supporting both learning and classroom behavioural needs. By the end of the project, at least 100 participants (36 administrators and 64 teachers) from 18 VET providers will have completed the training.
Supervision- Establish reflective and supportive processes for VET teachers. Structured advisory support will help teachers and administrators address practical challenges in implementing inclusive practices. Each of the 18 VET providers will receive at least 10 online consultations and 2 on-site visits, complemented by top-ic-based chat groups for peer learning and continuous exchange.
Development and Production of an inclusive VET Manual. A comprehensive and practical VET manual will provide clear guidelines for creating inclusive learning environments for veterans and persons with disabilities. This re-source will be distributed to all 40 VET providers, ensuring long-term knowledge transfer and consistency in applying best practices.
Training VET Teachers on Inclusive First Aid.Teachers will be equipped to support students with disabilities during emergencies, including airstrikes and crises related to PTSD. At least 36 participants from 18 VET providers will complete this training, and online guidelines will be shared with 40 VET providers.
Training in Campaign Management to Or-ganize Inclusive Campaigns for VET Schools. The training equips VET staff to design and run inclusive outreach campaigns targeting vulnerable groups, including persons with disabilities. By the end of the project, 36 participants from 18 VET providers will be trained, and an online brochure will be shared with 40 VET providers.

The Skills4Recovery Multi-Donor Initiative aims at supporting the training and retraining of a skilled workforce in five sectors of the economy that are important for recovery: construction, transport, agriculture, services, and manufacturing. This objective is pursued by strengthening the capacity of vocational education and training providers to offer high-quality, labour-market-oriented educational services, engage vulnerable population groups, and cooperate with employers.

Skills4Recovery is co-funded by the European Union, Germany, Poland, Estonia, and Denmark. It is implemented by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH and Solidarity Fund PL (SFPL). The programme runs until December 2026 and covers all regions of Ukraine.
