The National Assembly of People with Disabilities of Ukraine, in cooperation with CBM, is launching the project “Strengthening Health, Protection, and Resilience of Vulnerable People in Ukraine.” “Strengthening health, protection, and resilience of vulnerable people in Ukraine”.
The project aims to support people with disabilities, elderly people, and other vulnerable groups in communities that continue to live amid war, heightened security risks, and difficult access to services.
This initiative is about more than just providing information. The project’s goal is to help communities better identify people’s needs, reduce barriers, and make health, rehabilitation, social protection, and humanitarian support services more accessible.
Target Audience
The project is intended for:
- Persons with disabilities
- Veterans with disabilities
- Elderly people
- Families facing difficult life circumstances
- Individuals who need rehabilitation, social, medical, or humanitarian services
- Local organisations and professionals working with vulnerable populations
Project geography
The project is implemented across 8 communities (hromadas) in 4 regions of Ukraine:
Chernihiv region: Bobrovytsia and Kozelets communities
Kharkiv region: Merefa and Pisochyn communities
Poltava region: Machukhy and Semenivka communities
Sumy region: Lebedyn and Trostianets communities
The Project will provide
Under this project, NAPD will work to bring information, support, and services closer to people within their communities.
Key areas of work:
1. Community outreach
Preparation and dissemination of materials on accessing health, rehabilitation, social protection, and humanitarian assistance services.
2. Public campaigns
Implementation of information campaigns on health, rehabilitation, the rights of people with disabilities, and the accessibility of services in communities.
3. Identification of barriers
Collection of data regarding the difficulties faced by people with disabilities, elderly people, and other vulnerable groups when accessing services.
4. Cooperation with communities
Fostering communication with local authorities, civil society organisations, professionals, and service providers who assist people locally.
5. Strengthening the voice of people with disabilities
Involving people with disabilities and organisations of persons with disabilities in discussions and decisions that directly affect their quality of life in communities.
For each community, this is an opportunity to strengthen local services, make support more accessible, and better account for the needs of people who face daily barriers.
The project does not provide medical services directly, but it can help people access them by covering selected services, supporting transportation, medicines or medical products, or referring people to appropriate specialists.
Expected Results
As a result of the project, community residents are expected to receive clearer information about available services and ways to obtain assistance.
Communities will be better equipped to assess the needs of people with disabilities and other vulnerable groups, while local partners will be able to respond to these needs more effectively.
For NAPD, this project continues its systematic work to promote inclusive humanitarian response, service accessibility, and the active participation of people with disabilities in Ukraine’s recovery.
Role of NAPD
NAPD has many years of experience in protecting the rights of people with disabilities, advocating for accessibility, developing inclusive services, and cooperating with local communities.
In this project, NAPD is responsible for communication with communities, information outreach, preparation of materials, coverage of results, and involving organisations of people with disabilities in decision-making processes.
