Інклюзивні послуги – взаємодія влади та громадськості. Візит на Полтавщину до Лубенської територіальної громади (ENG)

14 травня 2024 року з метою представлення проєкту «Інклюзивні реабілітаційні послуги», що реалізовується за підтримки Проєкту USAID «ГОВЕРЛА», представники НАІУ завітали до Лубенської територіальної громади Полтавської області. Участь у заході взяли представники ОМС, закладів охорони здоров’я та громадських спілок людей з інвалідністю.

Учасники заходу ознайомилися із загальними аспектами надання реабілітаційних послуг, обговорили проблемні питання їх надання у громаді, а ще представили Алгоритм проведення дослідження щодо надання доступних медичних та реабілітаційних послуг у територіальних громадах. Також розглянули питання щодо ролі органів місцевого самоврядування у здійсненні координації реабілітаційної галузі, зокрема надання медико-реабілітаційних послуг у громаді.

З метою оцінки ролі та функцій органів місцевого самоврядування у впровадженні інклюзивних медико-реабілітаційних послуг було проведено глибинне інтерв’ю з представниками місцевої влади.

В межах заходу відвідано реабілітаційне відділення КП «КНП «Лубенський міський центр первинної медико-санітарної допомоги». Під час зустрічі з представниками лікарні обговорили доступність реабілітаційних послуг для людей з інвалідністю, а також питання, що виникають при адмініструванні медичних закладів, зокрема щодо фахівців, реабілітаційного обладнання, методик надання реабілітаційних послуг, проведення навчань тощо.

Зустріч сприяла підвищенню рівня обізнаності та знань представників місцевої влади, громадських організацій щодо надання інклюзивних медичних та реабілітаційних послуг, питань інвалідності та інклюзії.

Цей захід проводився Національною Асамблеєю людей з інвалідністю України в рамках проєкту «Інклюзивні реабілітаційні послуги» та став можливим завдяки Агентству США з міжнародного розвитку (USAID) та щирій підтримці американського народу через Проєкт USAID «ГОВЕРЛА». Зміст цього заходу не обов’язково відображає погляди USAID та Уряду США.

Inclusive Services: Enhancing Interaction between Authorities and the Public. A Visit to Lubny Territorial Community

On May the 14^th, representatives of the National Assembly of Persons with Disabilities visited Lubny territorial community in Poltava region to present the Inclusive Rehabilitation Services project, which is being implemented with the support from the USAID “HOVERLA” Project. Representatives of local self-government bodies, healthcare facilities, and public organizations of people with disabilities attended the meeting.

The participants of the meeting were informed on the general aspects of delivering rehabilitation services, discussed the challenges related to community-based rehabilitation service delivery, and presented the Algorithm for assessing the provision of accessible medical and rehabilitation services in territorial communities. They also discussed the role of local governments in coordinating the rehabilitation sector, in particular providing community-based medical and rehabilitation services.

To assess the roles and functions of local governments in implementing inclusive medical and rehabilitation services, an in-depth interview was conducted among representatives of local authorities.

The event included a visit to Lubny Municipal Center of Primary Medical and Sanitary Aid. During the meeting with the hospital representatives, the accessibility of rehabilitation services for people with disabilities was discussed, along with the challenges faced when administrating medical facilities, in particular related to staff provision, rehabilitation equipment, methods for rehabilitation service delivery, conducting trainings, and others.

The project meeting contributed to enhancing the awareness and knowledge among local authorities and NGOs in what concerns provision of inclusive medical and rehabilitation services, disability and inclusion agenda.
