Обґрунтування та цілі
З початку повномасштабної російської агресії проти України в лютому 2022 року діти та дорослі з інвалідністю стикаються з множинними загрозами. Вони більш за інших ризикують бути покинутими напризволяще, піддаватися насильству, отримати травму, загинути вдома, у закладі або під час переїзду.
Особи з інвалідністю мають недостатній доступ до евакуації та в контексті поточної надзвичайної ситуації не отримують потрібної підтримки та супроводу, мають обмежений доступ до інформації та можливість знайти хоча б відносну безпеку в зоні активних бойових дій. Під час війни жінки та дівчата з інвалідністю в Україні піддаються непропорційному ризику сексуального та гендерного насильства. Особливо це стосується жінок і дівчат з інтелектуальними та психосоціальними порушеннями. Ті, кому вдається втекти, чи то в безпечні райони України, чи в інші країни, стикаються з новими викликами та необхідністю відстоювати свої права.
Цей захід має на меті надати можливість організаціям людей з інвалідністю, експертам з прав людей з інвалідністю та державам, які беруть участь у реагуванні на надзвичайну ситуацію в Україні, презентувати актуальну інформацію про становище осіб з інвалідністю, які постраждали від війни, та поділитися своїми рекомендаціями та запитами з іншими державами-членами ООН, донорами, гуманітарними організаціями та іншими зацікавленими сторонами.
Висловлюю подяку
– організаціям людей з інвалідністю з різних країн, які стали голосами українців з інвалідністю перед урядами своїх держав у відстоюванні миру для України, у наданні захисту та допомоги, підтримки.
– Європейському Форуму осіб з інвалідністю та Міжнародному альянсу осіб з інвалідністю за адвокатування прав українців з інвалідністю перед різними міжнародними інституціями.
Кожного дня російські війська порушуючи всі принципи міжнародного гуманітарного права цілеспрямовано обстрілюють житлові райони наших міст; гинуть мирні жителі; депортують жінок та чоловіків, дітей, катують і знущаються над людьми на окупованих територіях, розстрілюють інституційні заклади, вбивають активістів, ґвалтують жінок, дітей, чоловіків.
Людина з інвалідністю ти чи без інвалідності, так питання не стоїть перед нашими ворогами. Ти українець – тому тебе потрібно вбити, а твою оселю знищити, пограбувати, а місто в кому ти живеш – зруйнувати.
Хочу згадати в залі ООН жінок та чоловіків з інвалідністю, які вносять свій вклад в перемогу над ворогом – захищаючи країну зі зброєю в руках, доставляючи гуманітарну допомогу, працюючи в лікарнях, готуючи їжу для військових, роблячи маскувальні сітки; підтримуючі всіх, кому потрібна допомога; консультуючи і відстоюючи інтереси людей з інвалідністю у військовий час.
Ми єдині – ми українці, ми прагнемо і боремося за мир
З перших днів війни, організації – члени Національної Асамблеї людей з інвалідністю допомагають з евакуацією, гуманітарною та фінансовою допомогою, пошуком прихистку; створили центри тимчасового перебування; надають психологічну, юридичну допомогу.
Сьогодні, незважаючи на військові дії, ми думаємо про майбутнє своєї країни – про відновлення, про впровадження програм повернення українців з інвалідністю додому.
Ми можемо зараз акцентувати свою увагу на всіх помилках, які були допущені державними інституціями і на які громадські організації людей з інвалідністю наголошували після військових подій 2014 року на Сході України – неготовність укриттів/ бомбосховищ; питання евакуації, в тому числі людей похилого віку та з важкими порушеннями; надання медичної допомоги; доступу до води та продуктів; інформування населення в доступних форматах; фізична недоступність приміщень тимчасового прихистку для маломобільних груп; відсутність логістики в наданні гуманітарної допомоги та ін.
Але я хочу зосередити вашу увагу на тому, що може покращити ситуацію з наданням допомоги і підтримки людям з інвалідністю. Що ми можемо зробити спільно
Практичний досвід діяльності Національної Асамблеї людей з інвалідністю з перших днів війни свідчить, що:
До війни більше половина людей з інвалідністю знаходилась за межею бідності і сьогодні підтримуючи ВПО з інвалідністю з визначених громад, ми «провокуємо» збільшення бідності серед основної цільової групи.
Люди з інвалідністю мають велику історію боротьби за свої права у кожній країні. Сьогодні спільнота людей з інвалідністю об’єдналась, щоб допомогти українцям.
Я вірю, що спільними зусиллями ми виборемо мир в Україні і будемо будувати разом інклюзивний світ.

Fourth Month in War: Latest Update on Ukrainians with Disabilities

Since the onset of renewed Russian aggression of Ukraine in February 2022, children and adults with disabilities have been facing compounded protection threats which have directly increased their risk of abandonment, violence, injury and death. Persons with disabilities lack access to evacuation support and in the context of the current emergency, have been left behind, unable to access information and seek safety from the military offensive. Women and girls with disabilities in Ukraine are also at disproportionate risk of sexual and gender-based violence during the conflict, particularly so, for women with intellectual and psychosocial disabilities. Those who manage to flee whether to safer areas in Ukraine or to other countries, face new challenges to fulfill their basic needs and find safety and protection. This event aims to provide the opportunity to organizations of persons with disabilities as well as main humanitarian actors engaged in the emergency response in Ukraine.
I want to express gratitude
– to the organizations of people with disabilities from different countries – the organizations which have become voices of Ukrainians with disabilities in the governments of their countries to advocate peace for Ukraine, to providing shelter, help and support;
– to the European Disability Forum and International Disability Alliance for advocating the rights of Ukrainians with disabilities when interacting various international institutions.
Every day, Russian military troops, violating all the principles of international humanitarian law, are deliberately shelling and bombarding residential districts in our cities; civilians are dying; the invaders are deporting women, men, and children, torturing and abusing people in the occupied territories, shooting our institutions, killing activists, raping women, children, and men.
Whether you a person with disability or without is not a question for our enemy. You are a Ukrainian – so you must be killed, your home – destroyed and robbed, and the city where you live must be demolished.
Here in the UN Conference hall, I want to acknowledge the women and men with disabilities who are making their contributions into the victory over the enemy – by defending the country with arms, delivering humanitarian aid, working in hospitals, cooking food for the military, making camouflage nets; supporting everyone who needs help, giving consultations and advocating the interests of people with disabilities in the wartime.
We are united, we are Ukrainians, we are striving and fighting for peace
Since the first days of the war, the member organizations of the National Assembly of People with Disabilities of Ukraine have been helping with evacuation, humanitarian and financial assistance, searching for shelter; they have created centers of temporary stay; they are providing psychological and legal aid.
Today, despite the ongoing hostilities, we are thinking about the future of our country – about renovation and about implementation of programs for Ukrainians with disabilities to return home.
Today we could focus on all the mistakes which were made by state institutions and which were emphasized by disability NGOs after the military events of 2014 in Eastern Ukraine, such as poor preparation of air-raid / bomb shelters; issues of evacuation, in particular, of elderly people and persons with severe disorders; the issues of providing medical aid; access to water and food; informing the population via accessible formats; also physical inaccessibility of temporary shelter facilities for low-mobility groups of population; the lack of logistics for delivering humanitarian aid, and others.
But I want to focus your attention on what can improve the provision of assistance and support to people with disabilities. What we can do together.
From the first days of the war in Ukraine, the practical experience of the National Assembly of People with Disabilities has proved that:
Before the war, more than half of the people with disabilities lived below the poverty level, and today, by supporting internally displaced persons with disabilities from defined communities, we are “provoking” an increase in poverty among the main target group.
People with disabilities have a great history of fighting for their rights in each country. Today the community of people with disabilities have united together in order to help Ukrainians.
I believe that with our joint efforts we will win and regain the peace in Ukraine and we will be building an inclusive world together.
