The income threshold for IDPs to receive housing allowance has been changed

Starting from 1 January 2026, the subsistence minimum for persons who have lost their ability to work will be UAH 2,595, so the housing allowance for internally displaced persons will be extended for the next period, provided that the total income per recipient in a family does not exceed UAH 10,380 (UAH 2,595 x 4) - previously it was UAH 9,444.

As he explains in his website Pension Fund of Ukraine, such payments are regulated by the Procedure for Providing Accommodation Allowance to Internally Displaced Persons, approved by the Resolution of the Cabinet of Ministers of Ukraine No. 332 “Some Issues of Payment of Accommodation Allowance to Internally Displaced Persons” dated March 20, 2022.

Therefore, the IDPs' accommodation allowance is extended for the next six-month period if the average monthly total income per recipient in such a family during the three-month period for which income is taken into account at the time of the extension of the allowance does not exceed four times the subsistence minimum for persons who have lost their ability to work as of January 1 of the year in which the decision to grant the allowance is made.

So now some of the internally displaced persons who were previously denied state aid have a chance to apply again.

We remind you!

Excluding comprehensive income The following categories of IDPs continue to receive housing allowances:

  • recipients of a pension not exceeding UAH 10,380;
  • persons with disabilities of groups I and II;
  • children with disabilities under the age of 18;
  • orphans and children deprived of parental care, and persons among them under the age of 23, as well as foster parents, adoptive parents and guardians (trustees).
