Requirements for the arrangement of workplaces for people with disabilities

17 November 2025

The Cabinet of Ministers of Ukraine has adopted a resolution establishing a uniform procedure for the arrangement of workplaces for people with disabilities. According to the Government Portal, the new document defines a clear mechanism for the redesign, renovation and retrofitting of premises to make them fully inclusive.

The resolution was developed by the Ministry of Community and Territorial Development of Ukraine. The document will help employers adapt workplaces to the individual needs of people with various types of disabilities — motor, visual, hearing, or other. This will contribute to expanding employment opportunities for people with disabilities and their better integration into the labour market.

The workplace adaptation procedure involves several stages: submitting an application, assessing the employee's needs, involving specialists, determining the necessary measures, performing the work, and conducting a final assessment of the results.

Separate decisions are provided for different categories of persons:

  • for people with musculoskeletal disorders — installation of ramps, handrails, barrier-free routes, adapted sanitary facilities and emergency exits;
  • for people with visual impairments — tactile strips, Braille, contrasting markings, audible signals and special programmes;
  • for people with hearing impairments — installation of visual indicators, text instructions, induction loops, provision of sign language interpretation;
  • For people with amputated limbs — barrier-free access, handrails, lever handles and other convenience features.

The costs of implementing such measures may be covered by the Social Protection Fund for Persons with Disabilities or other designated sources.

The introduction of new rules will be an important step in creating a barrier-free environment in Ukraine and fulfilling the state's international obligations, in particular the provisions of the UN Convention on the Rights of Persons with Disabilities.
