Методичний посібник “Забезпечення доступності споруд цивільного захисту для маломобільних груп населення”

Люди з інвалідністю під час війни стикаються з безліччю проблем, намагаючись захистити себе та своїх близьких. Міжнародне гуманітарне право, угоди у сфері прав людини, ратифіковані Україною, національне законодавство вимагають від держави забезпечення захисту всього населення, в тому числі осіб з інвалідністю, на всіх етапах «циклу збройного конфлікту».
Національна Асамблея людей з інвалідністю України впродовж багатьох років займається імплементацією в українське законодавство, політику статті 11 Конвенції ООН про права осіб з інвалідністю, розуміючи всю важливість забезпечення захисту і безпеки осіб з інвалідністю під час воєн, надзвичайних гуманітарних ситуацій.
Ці методичні рекомендації зосередженні на питаннях обладнання бомбосховищ, у тому числі для осіб з інвалідністю, в будинках, місцях масового перебування людей.
Аналіз чинного законодавства й будівельних норм стандартів, опитування людей з інвалідністю, жінок, які виховують дітей з інвалідністю, осіб похилого віку, доводять невідповідність наявних бомбосховищ у різних областях України сучасним вимогам за такими показниками:
недостатня кількість або відсутність споруд та укриттів для захисту населення;
розташування сховищ унеможливлює досяжність до них протягом часу від початку сигналів тривоги й початком обстрілів;
сховища не розраховані на тривале перебування і велику кількість людей;
жодне з наявних сховищ за планувальними характеристиками й обладнанням не відповідає сучасним вимогам;
помилкове використання приміщень, які не пристосовані для мінімального захисту від дії звичайних засобів ураження, повітряної ударної хвилі та уламків зруйнованих будівель (побутові підвали в багатоповерхових будинках) тощо, призводить до масової загибелі маломобільних груп населення.
Метою розробки цих методичних рекомендацій є узагальнення досвіду та надання пропозицій щодо забезпечення захисту в умовах сьогодення маломобільних груп населення й, зокрема, осіб з інвалідністю.
Під час розробки рекомендацій були враховані чинні законодавчо-нормативні акти щодо захисту цивільного населення, ДБН В 2.2.40 «Інклюзивність будівель і споруд. Основні положення», а також досвід різних країн світу щодо проєктування й облаштування окремих приміщень і спеціальних споруд для забезпечення захисту населення.

This publication was developed by the All-Ukrainian Public Association "National Assembly of People with Disabilities of Ukraine" within the framework of the project "Disability-inclusive response and recovery led and coordinated by organizations of persons with disabilities", funded by the European Disability Forum and the Christian Blind Mission (CBM).

In June, Kyiv hosted the training "Humanitarian Response and Recovery: Strengthening the Leadership of Organizations of Women with Disabilities", organized by the National Assembly of Persons with Disabilities of Ukraine, funded by The United Nations Women’s Peace and Humanitarian Fund (WPHF) with technical support of UN Women Ukraine.
