What benefits will people with disabilities have when enrolling in vocational schools in 2025?

The admission campaign for vocational (technical) education institutions has officially started in Ukraine. As explained by the Ministry of Education and Science of Ukraine, applications can be submitted until the end of September – in person at the chosen institution or online via the applicant's electronic account on the EDEBO website.

The Ministry emphasized that today vocational education is a chance to quickly acquire a profession in demand in the country. According to the Ministry of Digital Transformation, more than 85% of vacancies in the domestic labor market are in the professions taught in vocational education institutions: electrician, builder, welder, cook, driver, hairdresser, IT specialist, radio technician, etc.

You can apply to several institutions at the same time. You do not need to pass the NMT for admission, as competitive recruitment is usually based on the average score of a school certificate. On the officialProftech Onlineplatform, in the Choose Your Own section, you can quickly select an educational institution by region and profession.

At the same time, we would like to inform you that the privileged categories of applicants entitled to priority enrollment also include people with disabilities and their children. 

Thus, in accordance with the order of the Ministry of Education and Science of Ukraine No. 499, out-of-competition applicants are enrolled among other categories of applicants:

- children with disabilities and persons with disabilities who are not contraindicated to study in their chosen profession (specialty), in accordance with Article 22 of the Law of Ukraine "On the Fundamentals of Social Protection of Persons with Disabilities in Ukraine";

- children whose parents died or became disabled at coal mining enterprises, when enrolling in mining specialties and professions;

- persons granted such a right in accordance with the Law of Ukraine "On the Status of War Veterans, Guarantees of Their Social Protection".

Priority, all other things being equal, is given to: - persons with disabilities and children from low-income families in which both parents are persons with disabilities, one parent is a person with a disability and the other is deceased, a single mother is a person with a disability, a father is a person with a disability and raises a child without a mother, in accordance with Article 22 of the Law of Ukraine "On the Fundamentals of Social Protection of Persons with Disabilities in Ukraine".
