Memorandum of Cooperation: a step towards an inclusive society

A Memorandum of Cooperation was signed in Karlivka, Poltava Oblast, between the National Assembly of People with Disabilities of Ukraine (NAPWD) and the Karlivka City Council. This agreement was an important step towards creating an inclusive environment at the community level, ensuring the rights of people with disabilities and developing programs for their social integration.
The main goal of the agreement is to promote equal rights and opportunities for people with disabilities. The document provides for the creation of an accessible environment for low-mobility groups, implementation of inclusive policies at the local level, raising public awareness of disability issues, inclusion of disability issues in humanitarian programs and community recovery policies, and joint implementation of measures aimed at overcoming discrimination and barriers in society.
The Memorandum is based on the following key principles: respect for human rights, equality before the law, openness and integrity, justice and tolerance, gender equality and non-discrimination, and recognition of diversity.
These principles are the basis for effective cooperation and achievement of common goals.
Under the agreement, the parties will focus on the following key areas of work: implementation of best inclusive practices, implementation of humanitarian response and community recovery programs, monitoring and analysis of the observance of the rights of people with disabilities, joint events: round tables, seminars, trainings, webinars, provision of social, legal, and financial support to people with disabilities, the elderly and children, information and methodological support to the community in implementing inclusive initiatives.
The cooperation between the NRAU and Karlivka City Council opens up new opportunities for building a society where everyone has equal rights and access to all spheres of life. This agreement is an important example of cooperation between NGOs and local authorities to improve the quality of life of people with disabilities.
The Memorandum is valid until December 31, 2026, with the possibility of further extension. Both parties assumed responsibility for implementing its provisions, emphasizing the importance of cooperation, dialogue and mutual assistance.
This initiative is part of the global movement for the rights of people with disabilities and demonstrates the community's commitment to change. Thanks to these steps, Karlivka has a chance to become an example of an accessible and inclusive city for all its residents.
