STRATEGIC AREAS
1. Organisational Development of NAPD
- Providing institutional support to NAPD member organisations and partners
- Designing and implementing training and development programmes for NAPD member organisations and partners.
2. Advocacy and Representation
- Actively representing the interests of people with disabilities at international, national, and local levels.
- Protecting the rights of people with disabilities through advocacy activities and campaigns.
- Facilitating the involvement of persons with disabilities and organisations representing their interests in decision-making processes on policies and programmes, particularly those that directly affect them.
- Monitoring and evaluating the state's performance in implementing the UN Convention on the Rights of Persons with Disabilities.
3. Gender Equality and Inclusion
- Promoting the rights of persons with disabilities through a gender-sensitive human rights and disability lens in all programmes, strategies, and activities.
- Ensuring the full enjoyment of human rights and fundamental freedoms by women and men with disabilities, with a particular focus on the “most vulnerable among the vulnerable”.
- Advocating for the principles of accessibility and universal design as cornerstones of an inclusive society.
- Framing disability as an integral aspect of human diversity.
- Encouraging the inclusion and active participation of people with disabilities in local communities and advocating for the transition from institutional care to community-based supported living.
4. Combating Discrimination and Stigma
- Conducting information and awareness-raising campaigns to challenge stereotypes about people with disabilities, shape a positive image of people with disabilities, and improve public understanding of them.
- Collaborating with media to highlight positive examples and success stories of individuals with disabilities.
- Advocating for the protection of the rights of people with disabilities to ensure equality and non-discrimination.
5. Mainstreaming Disability in Humanitarian Response and Recovery
- Integrating disability issues into programs, humanitarian response plans, and actively involving NAPD member NGOs and partners in the implementation of humanitarian policies at national and local levels.
- Promoting the development and implementation of inclusive, non-discriminatory, and equitable humanitarian response and recovery policies and programmes aligned with the principles of the UN Convention on the Rights of Persons with Disabilities.
- Collaborating with international organisations, platforms, clusters, and UN agencies on humanitarian response and recovery.
STRATEGIC INITIATIVES
1. Development and Training Programmes
- Creation of training modules and courses for NAPD members and organisations of people with disabilities.
- Conducting seminars and training sessions to enhance the competence and awareness of NAPD members and partners.
2. Partnership
- Building equitable partnerships among organisations of people with disabilities, government agencies, the private sector and international organisations, clusters, and UN agencies.
- Developing and implementing joint projects and initiatives to maximize impact and achieve shared goals.
3. Monitoring and Reporting
- Continuous monitoring of the implementation of the UN Convention on the Rights of Persons with Disabilities and preparing alternative reports for UN advisory bodies
- Engaging independent experts/consultants from among persons with disabilities to evaluate the effectiveness of state and local programmes, as well as international and national initiatives on disability mainstreaming, etc.
- Conducting research and surveys to analyse the situation regarding the rights of people with disabilities.

- Recruiting qualified staff and clearly defining responsibilities within the team.

- Providing the necessary equipment and technologies for the effective functioning of the NAPD.
- Optimising the use of material resources to achieve strategic goals.
COMMUNICATION
1. Internal Communication
- Facilitating effective communication within the NAPD to ensure all members and staff understand and support the strategy.
- Organizing regular meetings and discussions to exchange information, ideas, and best practices.
2. External Communication
- Keeping stakeholders (partners, donors, and beneficiaries) informed about the NAPD’s activities
- Developing the NAPD’s communication strategy.
- Using social media, press releases, and other communication channels to disseminate information about the NAPD’s work.
- Regularly updating and promoting the website as the NAPD’s primary informational platform.
- Strengthening NAPD’s communication efforts in social media.
EVALUATION AND ADJUSTMENT
1. Evaluation of Results
- Regularly assessing progress in achieving strategic goals.
- Using both quantitative and qualitative methods to evaluate effectiveness.
2. Adjusting the Strategy
- Modifying the strategy as needed to adapt to new circumstances and challenges.
- Incorporating stakeholder feedback for continuous improvement of the strategy.
NAPD policies
The National Assembly of People with Disabilities of Ukraine (NAPD) operates in line with its Development Strategy, guided by the main directions outlines in its Charter. To enhance the efficiency of its activities, the NAPD is implementing a new system based on approved Policies. These policies help to streamline work processes and create a system of internal control, ensuring adherence to key principles and standards.
These principles, embedded in the organisation’s Policies, draw upon national and international documents that protect the rights and interests of people with disabilities, children with disabilities, their families, and the elderly.
