Valeriy Sushkevych, chairman of the National Assembly of People with Disabilities of Ukraine (NAPD), addressed the members of the Ukrainian Parliament on his Facebook page regarding draft law No. 12209.

“Over the long period of my struggle for the rights of people with disabilities and their social protection, I have seen many draft laws: clumsy, bad, erroneous, illegal, declarative... but for the first time I have seen such a terrible, cynical, robbery draft law - draft law 12209!
The author is Minister Zholnovych, who has publicly declared her «burning desire» to BREAK EVERYTHING SOCIAL in Ukraine!
People with disabilities have long called her the MINISTER OF ANTI-SOCIAL POLICY...
Before providing information about the essence of draft law 12209, here are some specifics about the ministerial «activities».
The Ministry of such policy annually spends UAH 120 billion on special pensions for very respected pensioners - judges, prosecutors, etc.
The Ministry of Social Policy has arranged for the payment of increased pensions to law enforcement pensioners by court order - for UAH 66.5 billion annually.
But at the same time, the Ministry of Social Policy did not use UAH 30 billion last year to pay payments to internally displaced persons, including those with disabilities.
This year, billions of hryvnias have not been spent on children's rehabilitation and prosthetics for Ukrainian soldiers who defended us. At the same time, we read a lot of ads on social media about raising funds for the rehabilitation of children and prosthetics for combatants!.
The Ministry of Social Policy also sold more than one state-owned prosthetic and orthopedic plant through the State Property Fund!.
Now, as a continuation of this anti-social activity of the Ministry, here is a list of terrible predatory anti-social norms of the draft law 12209:
1. Brutal and cynical implementation of the Soviet system - the division of all people with disabilities into able-bodied and disabled, without regard to the degree of disability. This completely ignores the provisions of the UN Convention on the Rights of Persons with Disabilities and focuses on the «glorious» Soviet past, where the emphasis was on restrictions, not on human rights and opportunities!
What kind of inclusion is that? Focus on stigmatization!!!
2. DISABILITY PENSIONS ARE CANCELED! Instead, insurance payments are being introduced. At the same time, these payments will have nothing to do with disability! And the level of disability will not affect the amount of these payments.
3. People who are assigned to the third group of disability will not receive any payments at all! They will be considered to have to earn their own living.
4. People with disability group II will be deprived of the right to pensions or insurance payments if they do not work. Draft law 12209 introduces a compulsion to work for group II disability.
I would like to draw your attention to the 120 billion for special pensions, and an ordinary person with a disability today has a pension of 2361 UAH per month - and it will be taken away!!!
5. The «improvement» will probably take place only for a catastrophically limited number of people with group I disabilities. And the funds for the «improvement» will be taken away not from those who receive pensions due to illegally registered disability, which Ukrainian society is outraged about, but will be taken away from those people with real disabilities who, according to Zholnovych and the leaders of the Verkhovna Rada Social Committee, can support themselves!
6. Illegal disability pensions, including special pensions, will continue to be granted and paid in full, including in increased amounts. At the same time, without paying attention to the illegally registered disability... This is provided for in draft law 12209!
7. The disability of a person with a disability is proposed to be determined by the Ministry of Economy through the State Employment Service, which will purchase expert assessment services from unknown business entities at public expense, which will determine whether a person with a disability is able to work or not. As for me, I'm sorry, this is «nonsense»!!!
8. Compulsory rehabilitation, treatment and reassessment of working capacity are introduced. That is, people will be driven to overloaded health care facilities and «squeezed» to reassess the ability to work of a person with a disability in order to deprive them of state support! «Savings»!!!.
9. A penalty is introduced in the form of termination of insurance payments and social support for evasion or refusal to undergo rehabilitation, failure to appear for a medical examination, failure to appear for a repeated assessment of incapacity for work!
10. Doctors and rehabilitation specialists will be obliged to be «sexots» and record evasion or refusal of rehabilitation, medical examination and assessment of working capacity, and, accordingly, inform the Pension Fund of Ukraine about it in order to stop payments to people with disabilities!
This is not all... But I will stop to tell everyone who has a conscience and conscience of a Ukrainian: the Ministry of Social Policy together with the relevant committee of the Verkhovna Rada is preparing all this for those Ukrainian heroes who returned from the war having lost their arms, legs, eyesight, hearing, were in a wheelchair, on prostheses, as well as for women, men, children who innocently suffered from Russian missiles, shaheds, bombs and HOPE to survive in their native Ukraine!
I have indignation, pain and rage in my heart!!!!! And I think that the internal enemy for the Ukrainian people is as terrible, as cruel as the external enemy!
And lastly, I appeal to the people's deputies of Ukraine - BLOCK THIS Dreadful LEGISLATIVE WRITING, STOP THE ENEMY!
