The Cabinet of Ministers of Ukraine has expanded the categories of recipients of social services of assisted living and inpatient care

June 10, 2025

The Cabinet of Ministers of Ukraine supported the amendments to Resolution No. 888, namely, expanding the categories of persons entitled to assisted living and inpatient care services.

According to the Ministry of Social Policy of UkraineFrom now on, internally displaced elderly persons and people with disabilities who have been assigned the IV group of physical activity (previously, those who were assigned the V group of physical activity had this right) can receive services. The law also abolished the previously mandatory compliance checks by the National Social Service, regulated the transfer of budget funds to the social service provider in the event of the recipient's death, and defined the algorithm and timing of state control/monitoring of compliance with the law in the provision of social services under the pilot project.

Earlier, in 2024, the Ministry developed a mechanism for providing elderly IDPs and persons with disabilities with the principle of "money follows the person." The recipient of the service chooses the provider and pays for their services from a special account. This allows a person who needs outside help and support but is forced to leave their home due to the hostilities to integrate into a new community.

In total, according to the relevant ministry, 141 people receive social services under the new principle. The list of providers includes 19 organizations, and another 45 have applied to join the project.
