Compliance by doctors with the referral deadline of two months before a child reaches the age of majority is important for the social protection of such families. It will facilitate the continuous appointment of appropriate payments from the state, and will also help the parents of these children to timely apply for a deferral from mobilization. This opinion was expressed by Pavlo Zhdan, lawyer of the National Assembly of People with Disabilities of Ukraine. As reported by [...]
As reported on its website According to the Ministry of Health, a child with a disability can be referred for an assessment of the person's daily functioning no earlier than two months before the person reaches the age of 18 to determine the "adult" disability group.
"The attending physician in advance, but not earlier than two months before the child reaches the age of 18, forms an electronic referral for a child with a disability to an expert team for the assessment of daily functioning for evaluation and a package of medical documents confirming the etiology, pathogenesis, morphological changes and functional impairment that led to the child's underlying disease," emphasizes the need to adhere to this practice in leaf Deputy Minister of Health of Ukraine Maria Karevych.
According to her, in most such cases, the referral for evaluation should be made by the attending physician who provided medical care in childhood, as it is he or she who knows best and has complete and up-to-date information about the condition and course of the disease that led to the child's disability.
In order to create an electronic referral in the electronic system for assessing the daily functioning of doctors who provide medical care to the pediatric population, the head of the healthcare facility where they are employed must register them as users of the electronic system for assessing daily functioning. This will allow the doctor to work with electronic files and refer patients in accordance with the new procedure.
The process of referral for an assessment of a person's daily functioning should be carried out in accordance with the Procedure for Assessment of a Person's Daily Functioning, approved by the Resolution of the Cabinet of Ministers of Ukraine No. 1338 of 15.11.2024.
