On January 1, 2025, Ukraine introduced a new system for assessing a person's daily functioning, which replaces the previous medical and social examination (MSEC) procedure. This is an important reform aimed at simplifying the process of establishing disability, ensuring transparency at all stages and compliance with international standards. It is designed to minimize bureaucratic obstacles and ensure a comprehensive approach to assessing a person's needs.
What is a daily functioning assessment?
Assessment of daily functioning is a comprehensive process that determines the degree of a person's limitations in performing basic life functions. The main purpose of the assessment is not only to determine the disability group, but also to develop an individualized rehabilitation and social support plan.
This procedure involves analyzing a person's ability to independently perform daily tasks, such as self-care, mobility, communication, and participation in public life. The new approach aims to integrate medical, social and rehabilitation aspects in determining a person's needs.
How to pass the assessment of daily functioning?
Step 1: Contact your doctor
The first step is to consult with your primary care physician who specializes in the disease that has led to significant health impairment. The doctor will assess your condition and, if necessary, generate an electronic referral for an assessment of daily functioning.
The new system does not provide for the participation of the Medical Advisory Commission (MAC) in the referral process, which significantly reduces the time for the procedure.
Step 2: Prepare the necessary documents
Before visiting a doctor, you should prepare the following documents:
- Personal documents: a passport of a citizen of Ukraine, a taxpayer registration number (TIN), a military registration document (if any).
- Medical documentation: extracts from an outpatient record or after inpatient treatment, medical reports, results of instrumental and laboratory tests, documents on previously established disability (if any).
- Documents confirming the cause of the disability: for example, a decision of the military medical commission (MMC) or a conclusion of the medical examination board.
These documents are attached to an electronic referral that the doctor generates in the medical information system. Thanks to digitalization, patients do not need to undergo numerous additional checks, and all the necessary medical data is automatically entered into the system.
Step 3: Conducting an assessment by an expert team
After submitting an electronic referral, the case is automatically distributed among the expert teams of the relevant profile.
The patient is notified of the date, time, and form of the assessment by e-mail or registered mail. The evaluation can take place in the following formats:
- In person - directly in the healthcare facility.
- By correspondence - based on available medical documents.
- Telemedically - using online means of communication.
- On-site form - if the person is unable to come to the assessment on their own due to health reasons.
This allows us to take into account the individual circumstances of each patient and make the procedure more accessible to everyone.
What happens after the assessment?
Upon completion of the assessment, the expert team makes a decision on the determination of disability, as well as recommendations for rehabilitation measures, necessary technical rehabilitation equipment and social support.
The results of the assessment are entered into the Unified State Register of Persons with Disabilities, which ensures their accessibility to the relevant state authorities and guarantees prompt assistance.
