The Pension Fund of Ukraine on its official website website informs how to apply for state social assistance for people who are not entitled to a pension and people with disabilities.
Who is eligible for assistance
- Persons who have reached the age of 65 and are not entitled to a pension under the law or who have been diagnosed with a disability;
- persons with a group I disability if they do not receive a pension;
- children of the deceased breadwinner who did not have an insurance record sufficient for a pension on the day of death - for persons with disabilities of group III.
Conditions for granting assistance
Assistance is provided only if the person is eligible:
- does not receive a pension or social payments under the Law of Ukraine «On Compulsory State Social Insurance» or assistance under the Law of Ukraine «On State Social Assistance to Persons with Disabilities from Childhood and Children with Disabilities» (except for persons with disabilities from childhood and children with disabilities who are also entitled to assistance to a child of a deceased breadwinner);
- is low-income (the average monthly income for the previous six months does not exceed the subsistence level for persons who have lost their ability to work: in 2025 it will be 2 361 UAH).
Important!
- Persons with group I disabilities and children of a deceased breadwinner are entitled to benefits regardless of income.
- Persons with disabilities since childhood and children with disabilities who are entitled to the deceased breadwinner's allowance are paid simultaneously.
Amount of assistance (from the subsistence minimum of UAH 2,361)
- 150% - for three or more children of the deceased breadwinner (3 541.50 UAH);
- 120% - for two children of the deceased breadwinner (UAH 2,833.20);
- 100% - for one child of the deceased breadwinner, persons with disabilities of group I, women with the title «Mother-heroine» (2 361 UAH);
- 80% - persons with disabilities of group II (1 888.80 UAH);
- 60% - persons with disabilities of group III (1 416.60 UAH);
- 50% - clergy (1 180.50 UAH);
- 30% - persons who have reached the age of 65 (708.30 UAH).
Important:
If the monthly benefit does not reach the subsistence level (UAH 2,361), state targeted assistance is granted in the amount of the missing amount (CMU Resolution No. 265 of 26.03.2008).
For how long is the assistance granted
State social assistance is granted from the date of application:
- persons who have reached the age of 65 - for life;
- persons with disabilities - for the duration of the disability;
- children of the deceased breadwinner - up to 18 years of age (for students - until the end of their studies, but no longer than 23 years of age; for orphans - up to 23 years of age).
When the recalculation is carried out
The amount of the benefit is recalculated automatically, without additional application, in case of:
- changing or establishing a disability group;
- increase in the subsistence minimum.
Required documents
The application* is attached:
- passport, tax identification number, employment record book (to be submitted when applying);
- income statement** (except for persons with group I disability and children of the deceased breadwinner).
For incapacitated persons:
- a court decision declaring a person incapacitated;
- a decision to appoint a guardian (if necessary).
For children of the deceased breadwinner:
- a child's birth certificate;
- documents confirming kinship with the deceased breadwinner (if necessary);
- a death certificate of the breadwinner or a court decision recognizing him/her as missing or declaring him/her dead;
- a certificate of education from a school or university (if necessary);
- documents confirming guardianship or representation (if necessary).

Important!
The application is submitted in person by the applicant or through a representative with a notarized power of attorney.
How to apply
- In person. - at the PFU service center, to authorized persons of local governments or ASCs.
- Online - via the Pension Fund's electronic services web portal, the Pension Fund's mobile application or the Diia portal (with the use of a QES).
- By mail - to the address of the territorial department of the Pension Fund of Ukraine.
