In March 2025, an updated Situational Analysis on the Rights of Persons with Disabilities in Ukraine, highlighting the key challenges faced by people with disabilities in Ukraine in the context of full-scale war. The report was prepared with the participation of Ukrainian organizations of persons with disabilities, including the National Assembly of People with Disabilities of Ukraine (NAPWD), and with the support of the United Nations Program on the Rights of Persons with Disabilities (UNPRPD).
The document analyzes the implementation of the UN Convention on the Rights of Persons with Disabilities (CRPD) in Ukraine, taking into account the impact of the humanitarian crisis caused by the armed aggression. Particular attention is paid to the participation of persons with disabilities in decision-making processes, accessibility of services, protection of rights in the areas of education, healthcare, employment, as well as issues of disinstitutionalization and overcoming discrimination.
Main conclusions:
- The war has significantly exacerbated barriers to access to services, social protection and humanitarian aid;
- The current disability assessment system and legislation are still based on the medical model;
- mechanisms for coordinating policy on the rights of persons with disabilities remain fragmented;
- There are no full-fledged mechanisms for collecting data on persons with disabilities;
- Organizations of people with disabilities are underrepresented in the development of decisions that affect them.
The report contains a number of practical recommendations for the Ukrainian authorities, international partners and donors to ensure the rights of persons with disabilities, in particular by reforming legislation, changing the model of disability assessment, increasing the accessibility of infrastructure and services, and involving CSOs in policy development at the national and local levels.
