Inclusive Vocational Education and Training: From Learning to Practical Change

The National Assembly of People with Disabilities of Ukraine presents the final report on the results of the project Inclusive VET: Improving Training for Veterans and People with Disabilities.

The publication is more than an overview of activities and quantitative indicators. It demonstrates how training, supervision support, and cooperation with vocational education and training (VET) providers helped translate the principles of inclusion into practical solutions.

The report presents the project’s key results:

  • 40 VET providers were reached through project activities;

  • 19 VET providers took part in more intensive project activities;

  • 100 representatives of VET providers completed comprehensive training;

  • 18 VET providers received advisory support through supervision sessions;

  • 31 professionals received certificates as trainers in inclusive vocational education and training.

The publication covers the learner’s entire educational pathway — from access to information and admission to learning, practical training, and transition to employment. Particular attention is given to inclusive communication, safety, reasonable accommodation, teamwork, cooperation with employers, and support for veterans, women veterans, and persons with disabilities.

The report also features practical stories, experiences of VET providers, participant feedback, six key lessons learned from the project, and an overview of educational and methodological resources that can be used for internal staff training and the continued implementation of inclusive approaches.

The report will be useful for managers and staff of VET providers, teachers, vocational training instructors, representatives of organisations of persons with disabilities, employers, public authorities, and everyone working to develop accessible and inclusive vocational education and training in Ukraine.

The project was implemented by the National Assembly of People with Disabilities of Ukraine in partnership with Christoffel-Blindenmission Christian Blind Mission e.V. (CBM).

The project was co-financed by the European Union, Germany, Poland, Estonia and Denmark within the framework of the Multi Donor Initiative Skills4Recovery, implemented by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH and the Solidarity Fund PL (SFPL).
