The EU Fails to Fulfill Its Commitments to Employees with Disabilities: UN Experts' Findings

12 March 2025

The European Union is not upholding its commitments to ensuring the rights of employees with disabilities. This was the main conclusion of UN experts who heard testimonies from organizations of persons with disabilities, including the European Disability Forum (EDF).

As part of the review of the EU's implementation of the UN Convention on the Rights of Persons with Disabilities, experts expressed concern about the insufficient level of inclusivity within European institutions. Based on the testimonies received, it became clear that EU institutions lack adequate support mechanisms for employees with disabilities, contradicting the principles of equality and non-discrimination

In particular, EDF presented evidence of systemic barriers that limit opportunities for persons with disabilities to work in EU institutions. Among the issues highlighted:

  • Lack of necessary reasonable accommodations for employees with disabilities.
  • Insufficient accessibility of the work environment and digital platforms
  • Limited access to career advancement due to bureaucratic obstacles.

UN representatives emphasized the need for reforms to ensure the rights of persons with disabilities in the EU, particularly through enhanced monitoring and accountability for the implementation of inclusive policies.

EDF urges the European Commission and other EU bodies to take urgent measures to ensure equal opportunities for all employees, including through the introduction of effective support mechanisms and monitoring of compliance with the rights of persons with disabilities.
