On April 07, 2021, the Cabinet of Ministers of Ukraine approved the National Action Plan for the Implementation of the Convention on the Rights of Persons with Disabilities for the period up to 2025. By ratifying the UN Convention on the Rights of Persons with Disabilities in 2009, Ukraine committed itself to its implementation.
It is in pursuance of this international document, which has become part of the national legislation of Ukraine, that a number of other strategic documents have been adopted and approved at the national level, including the National Action Plan for the Implementation of the Convention on the Rights of Persons with Disabilities for the period up to 2025. Given the importance of adopting this normative act, the National Assembly of People with Disabilities carried out global work on the preparation of the draft document at the preparatory and coordination stage, namely
- Monitoring of the implementation of the provisions of the Convention on the Rights of Persons with Disabilities for 2019-2020 was conducted.
- The Report of public associations of people with disabilities "Inclusion and Equality" was prepared.
- Several events were held, including online discussions of the draft act (article by article) with members of the NAPD, representatives of regional public associations of people with disabilities on the ZOOM platform.
- A number of proposals and comments to the draft act were prepared and submitted, most of which were taken into account.
We hope that the approved legislative document will be fully implemented at the national, regional and local levels.

Ministry of Social Policy. On April 7, at a meeting, the Government approved the National Action Plan for the Implementation of the UN Convention on the Rights of Persons with Disabilities for the period up to 2025, prepared by the Ministry of Social Policy to implement step 411 of the Government's Priority Action Plan for 2020, approved by the Cabinet of Ministers of Ukraine on 09.09.2020 No. 1133-r, and in accordance with the Decree of the President of Ukraine of 08.09.2019 No. 837 „On urgent measures to reform and strengthen the state".
In practice, the National Action Plan will help coordinate the work of central and local executive authorities, local governments, enterprises, institutions and organizations to further implement and enforce the UN Convention on the Rights of Persons with Disabilities and increase the effectiveness of actions to protect and ensure the full and equal enjoyment of all human rights and fundamental freedoms by persons with disabilities.
The National Action Plan for the Implementation of the Convention on the Rights of Persons with Disabilities until 2025 is based on the recommendations set out in the Council of Europe Strategy on the Rights of Persons with Disabilities for 2017-2023, the annual report of the Ukrainian Parliament Commissioner for Human Rights, and the report of public associations of people with disabilities ”Inclusion and Equality” prepared by the All-Ukrainian Association "National Assembly of People with Disabilities of Ukraine" with the support of the British Embassy in Ukraine.
