In January 2026, new rules for social support for families with children, including those raising children with disabilities, came into force in Ukraine.
As he explains in his website Ministry of Social Policy, Family and Unity of Ukraine, Law No. 4681-IX on strengthening support for families and creating conditions for combining parenthood with professional activity provides for a comprehensive update of the system of «child» benefits - from the period of pregnancy to the moment a child enters school - and aims to consistently support families at every stage.
Maternity benefits in connection with pregnancy and childbirth
Establishes prenatal support for pregnant uninsured women in the amount of 7 thousand UAH per child. 100% of the average monthly salary is provided for military personnel, police officers and other special categories.
The assistance will be paid during 70 days before delivery and 56 days after (or 70 days in case of complicated labor or twins/triplets).
For women affected by the Chernobyl accident within 180 days of vacation.
To receive assistance, a woman can contact the nearest Pension Fund office with the following information:
- an identity document;
- RNOCP (if any);
- OK-5 certificate (can be ordered in Diia or at the Pension Fund office);
- a medical certificate of temporary disability due to pregnancy and childbirth.
The applicant can also use the Diya.Sharing service, which allows him or her to transfer digital copies of documents without photocopying and scanning.
Childbirth assistance
Also to 50 thousand UAH the childbirth benefit is increased. One of the child's parents or a guardian with whom the child permanently resides is eligible for the benefit.
An application for such assistance is submitted to the Pension Fund or through eMalyatko.
If the child was born during the mother's stay abroad, the woman must submit legalized birth documents issued by the authorities of the country of residence to the Pension Fund.
For fully state-supported children, the allowance is credited to a deposit account and can be used after reaching the age of majority.
Childcare allowance for children under the age of one
Childcare allowance for children under one year old is introduced 7 thousand UAH per month, and for families raising a child with a disability 10 500 UAH (using a coefficient of 1.5).
To submit an application, you need to contact the nearest Pension Fund office and provide it:
- an identity document;
- RNOCP (if any);
- a child's birth certificate;
- a document confirming the authority of the legal representative (if not submitted by the parents);
- a medical certificate of temporary disability due to pregnancy and childbirth.
The parental allowance for up to 1 year is granted from the day after the end of the maternity leave.
The applicant can also use the Diia.Sharing service, which allows him or her to transfer digital copies of documents without photocopying and scanning.
Childcare allowance «eYasla»
There is a separate support program for the «eNursery». 8 thousand UAH per month if the mother or other legal representative goes to work after the child reaches the age of one. For families raising a child with a disability, the assistance will be as follows 12 thousand UAH (coefficient 1.5).
This benefit will be paid until the child reaches the age of 3.
In order to receive the payment, the applicant must contact the nearest Pension Fund office and provide the following documents:
- an identity document;
- The applicant's tax identification number (if any);
- a child's birth certificate;
- a copy or an extract from the order on the applicant's entry into full-time employment;
The applicant can also use the Diia.Sharing service, which allows him or her to transfer digital copies of documents without photocopying and scanning.
«Schoolchild's package»
To support the families of first-graders, a one-time aid «Schoolchild's Package» is provided 5 thousand UAH for school supplies and clothing. Control over the targeted use of funds will be exercised by the National Social Service. Applications are available in Diia or PFU. Applications for first-graders in 2026/27 will be accepted in the summer of 2026.
«Baby's package»
As before, in-kind assistance will be provided at the birth of a child, called the «Baby Package». Parents will be able to choose the amount of the benefit, which will be equal to 3 subsistence minimums for children under 6 years of age (UAH 8,451 in 2026), or a package.
