NAPD submitted proposals for the draft resolution on social rental housing

The National Assembly of People with Disabilities of Ukraine (NAPD) provided an official position on the draft resolution of the Cabinet of Ministers of Ukraine "On the implementation of a pilot project on the creation of a municipal (social) rental housing fund", initiated by the Ministry of Community and Territorial Development.

NAPD supports the initiative, but draws attention to the need to take into account the needs of the most vulnerable categories of the population, in particular people with disabilities, families with children with disabilities, as well as internally displaced elderly people.

Among the main proposals of NAPD:

  • at least 25% of the housing fund should be rented out specifically for the specified categories;
  • clarification of wording regarding income and service (including military personnel);
  • inclusion of a separate clause on the right of persons with disabilities and their families to receive housing;
  • exclusion of the phrase “subject to the availability of free residential premises”, which creates barriers to the realization of the rights of persons with disabilities.

NAPD emphasizes: ignoring the needs of people with disabilities in housing policy is unacceptable and contradicts the principles of social justice.
