Ministry of Development creates eLife platform for IDPs

The Ministry of Community, Territorial and Infrastructure Development of Ukraine is developing a new eLife platform within the Diia app that will become a useful tool for internally displaced persons (IDPs).

This was announced by the Deputy Minister of Development of Communities and Territories of Ukraine Alexey Ryabikin in Ukrinform during the briefing "100 days of new powers of the Ministry of Development: internally displaced persons and temporarily occupied territories".

According to him, "eLife" covers all areas of internal displacement, and its main part is the issue of providing housing for internally displaced persons (IDPs).

In addition to housing issues, the program covers access to:

  • educational services;
  • social services;
  • medical services;
  • Creating opportunities for IDPs to do business in their new place of residence.

"The program pays special attention to preserving the local identity of IDPs from the temporarily occupied territories." - the official explained.

The presentation of the eLife program will take place after it is approved by the President of Ukraine and all stakeholders involved.

Ryabikin also noted that almost 19% of Ukraine's territory has been temporarily occupied since 2014, which has led to the displacement of more than 2.8 million people to government-controlled territories.

In addition, the official added, there is currently a discrepancy in the data on the number of IDPs in Ukraine. According to the registers of the Ministry of Social Policy, there are 4.6 million IDPs, while according to the International Organization for Migration, there are 3.5 million.

"Therefore, the Ministry's priority is to establish the exact number of displaced persons from the occupied territories and determine their needs in housing, social integration and other areas, so the Ministry of Development, together with the Ministry of Social Policy and the Ministry of Digital Transformation, is working to update the IDP registers to formulate an effective state policy based on reliable data." - Alexey Ryabikin summarized.of the government based on reliable data", - Alexey Ryabikin summarized.
