Who has to undergo a second disability examination from April 2025: explanation of the Ministry of Health

On April 1, 2025, a new system for assessing the daily functioning of people with disabilities was launched in Ukraine.

Such an assessment is necessary to extend or revise the disability status, as well as to prescribe an individual rehabilitation program - medical, social or vocational.

Starting from April 1, 2025, certain categories of people will be required to undergo an assessment of daily functioning. This applies to those who were granted disability status before the introduction of the new system and who, for valid reasons, did not undergo a second examination within the established timeframe, guided by the relevant provision of the law.

In practice, this means:

Men aged 25 to 60 years oldwho have the second or third disability group, and who were supposed to be re-examined in 2022-2024, but for various reasons did not pass it, are assessed in the period from April 1 to November 1, 2025.

Other peoplewho also had to undergo a re-examination but did not undergo it during martial law, must do so until April 1, 2026.

This is not the case:

  • people whose disability was established later - as early as 2025 - and whose disability has not yet been reviewed;
  • people with indefinite disability status;
  • military personnel and civil defense personnel - they have separate approaches.

It is also among the exceptions:

  • people who are in the territories where hostilities are taking place or temporarily occupied territories;
  • patients with severe impairments of body functions (missing a limb or one of the paired organs, deaf or blind, have cancer or mental illness).

How to prepare for the assessment

The assessment procedure begins with a doctor's referral. It can be issued by a treating physician - a family doctor, general practitioner or a specialist who treats the underlying disease. The doctor creates an electronic referral in the electronic system to assess the person's daily functioning.

The assessment is carried out by an expert team of practitioners at a designated healthcare facility. A person can choose a hospital from the list of available ones. All decisions are recorded in the electronic system.

It is important not to delay the preparation:

  • consult your doctor to find out if you need to be evaluated;
  • check if your re-examination is due;
  • Don't put off preparations.
