The European Disability Forum (EDF), together with the International Organization CBM Global Disability Inclusion, published guidelines «Key Principles and Recommendations for Providing Inclusive Assistance in the Form of Cash and Vouchers for Humanitarian Aid in Ukraine».
This document establishes general guidelines for organizations involved in the distribution of humanitarian assistance in Ukraine on mechanisms and ways to provide assistance in the form of cash and humanitarian vouchers (CVA), while taking into account the needs of persons with disabilities. The purpose of these recommendations, which were developed by the European Disability Forum in Ukraine program with the financial support of CBM Global Disability Inclusion, is to ensure that disability issues are taken into account as much as possible in the distribution of cash and vouchers for humanitarian assistance in accordance with the UN Convention on the Rights of Persons with Disabilities, international humanitarian law and general humanitarian principles.
The National Assembly of People with Disabilities in Ukraine (NAPDU), a member of the European Disability Forum, is currently assessing the parameters for the feasibility of providing financial assistance. Once we receive the results of this assessment, we will also share them with the members of the Working Group on the Allocation of Cash Assistance and invite all stakeholders to participate in a webinar where both the technical recommendations and the results of the assessment will be presented to raise awareness of the work of each.

Ukraine - EDF publishes technical brief on how to implement disability-inclusive Cash and Voucher Assistance (CVA)
EDF, together with CBM Global Disability Inclusion, has published a technical brief Key Principles and Recommendations for Inclusive Cash and Voucher Assistance in Ukraine. This document provides general guidance for humanitarian agencies operating in Ukraine on how to implement disability-inclusive Cash and Voucher Assistance (CVA). It aims to ensure that disability is mainstreamed within the CVA intervention, in line with the UN Convention on the Rights of Persons with Disabilities (CRPD), International Humanitarian Law and the Humanitarian Principles, and has been produced within the framework of the EDF Ukraine program funded by CBM.
The National Assembly of Persons with Disabilities Ukraine (NAPD), a member of EDF, is currently running a cash feasibility assessment. Once these results are in, we will also share them with members of the Cash Working Group (CWG) and invite all parties to a webinar presenting both of these resources in order to inform their work.
