Доступ до медичних послуг людей з інвалідністю в громадах / Access to Medical Services for People with Disabilities in Communities

Якщо оцінюючи діючу систему охорони здоров’я додати такі показники, як стан здоров’я і «доступ до послуг на рівні з іншими» людей з інвалідністю, які б результати ми отримали?
Протягом 2022-2023 років Національна Асамблея людей з інвалідністю України (НАІУ) провела більше 15 опитувань/досліджень, де серед найактуальніших питань люди з інвалідністю відмічали – доступ до якісних медичних послуг в громадах, особливо в маленьких населених пунктах.
Вирішення питань доступу до медичних послуг людей з інвалідністю під час війни є серйозним викликом для системи охорони здоров’я, оскільки медичні послуги для цієї групи людей залежні від інших сфер – транспорту, наявності кадрів, фінансування, доступних приміщень, інфраструктури, працевлаштування і реформ, які відбуваються в таких важкий для країни час.
В рамках реалізації project «Криза в Україні: Реагування та відновлення з урахуванням потреб людей з інвалідністю під керівництвом та за координації організацій осіб з інвалідністю (2-га фаза)» аналізуючи доступ людей з інвалідністю до медичних послуг, консультантам НАІУ вдалось оцінити ефективність системи надання медичних послуг в пілотних громадах з точки зору «реалізації права на здоров’я на рівні з іншими» цільової групи. Якщо прописати одним словом – це виживання.
В громадах протягом листопада – грудня було здійснено картографування послуг, які надають медичні заклади. Також проаналізована інфраструктура, кадровий потенціал. Консультантами проєкту проведено 12 аудитів доступності закладів та підготовлені пани подолання бар’єрів та ін. Всі ці активності проходили за активної участі людей з інвалідністю, які проживають в громадах.
Це ми робимо для всіх і кожного жителя громади!
«Уявімо, що кожному з нас, в той чи інший проміжок свого життя, доведеться стикатись з певними видами порушень, які можуть у нас виникнути і стати постійними чи пройти після лікування. Тому, коли ми хочемо покращення доступу до медичних послуг в громадах, ми маємо говорити про усіх жителів громади, а не тільки про невелику груп людей з інвалідністю. Це не для окремої спільноти. Це для всіх і кожного з нас! – говорить керівниця проєкту від НАІУ Larysa Bayda.

"Розуміння сутності питання, спільні дії за участі усіх і кожного жителя громади, при активній участі людей з інвалідністю – так ми можемо здійснити зміни» – продовжує Лариса Байда.
Чим проєкт може допомогти?
Підтримати фінансово незначну реконструкцію в закладах, закупити обладнання, меблі, провести навчання для фахівців медичних закладів, представників місцевих органів влади, активістів щодо організації інклюзивних послуг для всіх.
Кожен і кожна може взяти учать у змінах – відпрацювати у вільний час, допомогти з закупівлею обладнання для медичного закладу, забезпечити фізичну доступність приміщень, закупити доступний транспорт для громади, написати статтю і розказати про ініціативу людей, які хочуть зроби свої громади інклюзивними, а медичні послуги доступними для всіх.
This event was held within the framework of the project "Crisis in Ukraine: Response and Recovery with the Needs of Persons with Disabilities, led and coordinated by organizations of persons with disabilities (Phase 2), implemented by the National Assembly of Persons with Disabilities of Ukraine with the support of the European Disability Forum (EDF) and the Christian Blind Mission (CBM).

Access to Medical Services for People with Disabilities in Communities
If we were to evaluate the current healthcare system by adding indicators such as the health status and “access to services on par with others” for people with disabilities, what results would we obtain?
During 2022-2023, the National Assembly of People with Disabilities of Ukraine (NADP) conducted more than 15 surveys/studies, where, among the most urgent issues identified by people with disabilities, were access to high-quality medical services in communities, especially in small settlements.
To solve the issues of access to medical services for people with disabilities during wartime is a serious challenge for the healthcare system, as the medical services for this group of population depend on other areas such as transportation, staffing, funding, available premises, infrastructure, employment, and reforms being implemented during such difficult times for the country.
Within the framework of the project “Crisis in Ukraine: Response and Recovery with a Focus on the Needs of People with Disabilities under the Leadership and Coordination of Organizations of People with Disabilities (Phase 2),” having analyzed the access of people with disabilities to medical services, the NAPD experts managed to assess the effectiveness of the healthcare delivery system in pilot communities from the perspective of the “fulfillment of the right to health on par with others” for the target group. If summed up in just one word, it is survival.
In November and December, the mapping of the services provided by medical institutions was implemented in the communities. The infrastructure and human resources were also analyzed. The project consultants conducted 12 accessibility audits of the facilities and prepared plans to overcome barriers, etc. All these activities were undertaken with the active participation of people with disabilities living in the communities.
We do this for each and every resident of the community!
"Let us imagine that each of us, at some point in our lives, will have to face some types of disabilities that could be permanent or temporary, depending on treatment. Therefore, when striving to improve access to healthcare services in communities, we must consider all community residents, not just a small group of people with disabilities. This is not for a specific group. This is for each and every one of us!"emphasizes Larysa Baida, the project manager from the NAPD.

How can the project help?
To support financially minor reconstruction of facilities, purchase equipment, furniture, and conduct training for healthcare professionals, representatives of local authorities, and activists on the topics of organizing inclusive services for all.
Every person can participate in the changes — volunteer in their free time, help with purchasing equipment for medical facilities, ensure physical accessibility of buildings, purchase accessible transportation vehicles for the community, write an article and tell others about the initiative of people who want to make their communities inclusive and medical services accessible to all.
