Module 3. Inclusive Policy and the Regulatory Framework for Inclusive Education

How can the right to inclusive education be transformed from a declaration into the day-to-day practice of a VET provider?

The third module of the “Trainer’s Guide” helps participants understand international principles of inclusive education, Ukraine’s regulatory framework, and their practical significance for VET providers.

The module considers key international reference points for inclusion, including the right to education without discrimination, learning in mainstream educational settings, support instead of segregation, flexible learning pathways, and the transition from learning to employment and participation in community life.

A separate section addresses the development of inclusive education in Ukraine and the key concepts of Ukrainian legislation. The material explains who is considered a learner with special educational needs, what an inclusive group is, and what adaptation and modification of learning mean.

Practical exercises help participants relate international principles to the actual situation in their own educational institution: identify which inclusive practices are already working, what changes are still needed, and what specific step can be taken now.

The module’s key idea is that inclusion requires changing the system and educational environment – not the person.

The material will be useful for trainers, VET providers’ administrators and teaching staff who seek to implement inclusion systematically – from admission and the organisation of learning to supporting learners’ transition to employment.

Module 3 is part of the "Trainer's Guide" developed within the framework of the project "Inclusive Vocational Education: Improving Learning for Veterans and People with Disabilities."
