Information Brief: Mainstreaming Disability in Humanitarian Response and Recovery Plans for 2027

The National Assembly of People with Disabilities of Ukraine has prepared an Information Brief based on consultations with 1,832 people from different regions of Ukraine, including people with disabilities, families raising children with disabilities, older people, internally displaced persons, war-affected civilians, and veterans.

The publication presents key humanitarian priorities for 2027, identifies the main barriers people face in accessing assistance, and provides practical recommendations for humanitarian actors, UN agencies, clusters, civil society organisations, and public institutions. 

Particular attention is given to accessibility, inclusive communication, regular and needs-based assistance, alternative ways of receiving support, energy autonomy, cash assistance, and the systematic involvement of organisations of persons with disabilities in humanitarian planning, implementation, and monitoring. 

The brief is intended to support more inclusive, accessible, and needs-based humanitarian response and recovery planning in Ukraine for 2027.
