Good International Practices in Inclusive Vocational Education and Training: Lessons from Finland, Germany, the United Kingdom and Slovenia

The analytical report presents international approaches to developing inclusive vocational education and training and ensuring equal learning and employment opportunities for persons with disabilities, veterans and other learners requiring additional support.

The publication examines the vocational education and training systems of Finland, Germany, the United Kingdom and Slovenia. It describes approaches to individualised learning, reasonable accommodation, educator training, cooperation with employers, transition from education to employment and support for veterans.

The report identifies good practices that may inform the further development of inclusive vocational education and training in Ukraine. Particular attention is given to clear support mechanisms, inter-agency cooperation, sustainable financing, institutional leadership and the meaningful participation of learners with disabilities in decision-making.

The publication is intended for policymakers, VET managers and educators, employment and rehabilitation professionals, employers, organisations of persons with disabilities and other stakeholders working to make vocational education more accessible and inclusive.

The report was prepared within the project “Inclusive VET: Improving Training for Veterans and People with Disabilities”, implemented by CBM in partnership with the National Assembly of People with Disabilities of Ukraine. The project is co-funded by the European Union, Germany, Poland, Estonia and Denmark through the multi-donor initiative Skills4Recovery.
