ANALYTICAL REPORT ASSESSMENT OF DAILY FUNCTIONING: IMPLEMENTATION RESULTS

The National Assembly of People with Disabilities of Ukraine (NAPD) has prepared the analytical report “Assessment of Daily Functioning: Implementation Results”, which summarizes the practical experiences of people with disabilities and their families in undergoing the new assessment procedure.

The report analyzes the stages of referral, completion of the assessment, receipt of decisions and recommendations, as well as the experience of appeals. The study highlights both positive changes related to digitalization and the launch of the new system, and persistent systemic challenges, including uneven accessibility of services, the complexity of the pathway, insufficient awareness, inconsistent quality of communication, and the need to strengthen mechanisms for the protection of the rights of people with disabilities.

The publication contains consolidated findings and recommendations for the further improvement of the reform.
