Analytical report on the results of a survey of social enterprises of public associations of persons with disabilities in Ukraine on their situation and needs in the context of war

At the end of 2022, the National Assembly of Persons with Disabilities of Ukraine, the All-Ukrainian Association of Entrepreneurs and Working People with Disabilities of Ukraine, the Ukrainian Society of the Deaf and the Ukrainian Society of the Blind, with the support of the European Disability Forum, conducted a study of the status and needs of social enterprises of public associations of persons with disabilities in the context of the

The survey involved directors of enterprises, accountants, and economists of these companies.

The purpose of the study is to:
- collecting information on the current economic status of social enterprises founded and owned exclusively by public associations of persons with disabilities and employing more than 50% persons with disabilities;
- Identify the reasons and circumstances that lead to a decrease in the number of enterprises of public associations of persons with disabilities and the number of persons with disabilities employed at these enterprises.

Social enterprises of public associations of persons with disabilities are a space where entrepreneurs should not only focus on maximizing profits from their activities, but also use profits to achieve broader and more significant social goals.

The main purpose of such enterprises is to create goods that will bring significant social value to society.

Most often, such social enterprises operate within small businesses. Small businesses are the mainstay of Ukraine's stable economic condition. Thanks to their ability to quickly adapt to changes in demand and needs in the market, small businesses are able to offer a unique product or service that will be relevant during these changes.

The development and operation of social enterprises of public associations of persons with disabilities are related to addressing not only economic but also social issues. The latter include the creation of new and preservation of existing jobs, including for persons with disabilities, as well as financial support for the statutory activities of the founder of public associations of persons with disabilities.

The answers received were analyzed in a generalized form in compliance with the principle of confidentiality.

The results of the survey were used to prepare generalized conclusions and proposals on the above issues, and will also be used in the further activities of the NAIU and its partners, including in their interaction with authorities at all levels.
