Situational Analysis on the Rights of Persons with Disabilities in Ukraine: New Challenges and Opportunities Amid War

Despite Ukraine’s efforts to implement the UN Convention on the Rights of Persons with Disabilities, the full-scale war has significantly deepened inequalities and barriers for persons with disabilities. The key findings Situational Analysis on the Rights of Persons with Disabilities in Ukraine, prepared with the participation of Ukrainian organizations of persons with disabilities — in particular, the National Assembly of Persons with Disabilities of Ukraine (NAPD) — and with the support of the United Nations Programme on the Rights of Persons with Disabilities (UNPRPD).
The report identifies:
systemic barriers in coordination, accessibility, education, healthcare, and social protection;
the negative impact of hostilities on access to services and humanitarian aid;
limited representation of persons with disabilities in decision-making processes;
the need to reform the disability assessment model and legal framework.
The report is available in English. It provides practical recommendations for the Government of Ukraine, OPDs, international partners, and donors — to support a shift toward a human rights-based, inclusive policy framework.
