"Winter Support 2025" through "Ukrposhta": how to receive it

Ukrainians who want to apply for assistance under the Winter Support programme but do not have the Diya app can use the services of Ukrposhta.

According to the Government Portal, the postal service will ensure the delivery and use of payments under the Winter Support 2025 programme throughout Ukraine, including frontline regions.

Among other things, the programme provides for a one-time payment of 1,000 hryvnia to all Ukrainian citizens. All Ukrainians — children and adults — will be eligible for assistance, with the exception of those living abroad or in temporarily occupied territories.

For millions of residents of small towns and villages, Ukrposhta will be the main partner in implementing this initiative, ensuring convenient and timely delivery of payments, making state support truly accessible to everyone.

Last year's experience showed that a large number of Ukrainians, especially those in remote communities, do not have full access to banking infrastructure or retail chains where payment cards can be used — especially in the absence of electricity or communications. This is most noticeable in rural areas, frontline communities and mountainous regions, where bank branches and terminals are often inaccessible.

This year, pensioners and recipients of all types of state social benefits who receive these payments through Ukrposhta (approximately 2 million citizens) will automatically receive 1,000 hryvnia in assistance on the day of their pension or social benefit payment. Therefore, they do not need to do anything — just decide how they want to spend their money and wait for their pension payment day. For the convenience of citizens, the dates of pension payments and support programmes have been synchronised.

All other citizens who are unable to apply for the payment via the Diya app (and there are many such people, including those with disabilities or those who live in areas without internet access or do not have a smartphone) can apply for the payment via Ukrposhta from 18 November to 24 December inclusive. This is easy to do — at any branch or through the postman.

People with limited mobility who are unable to visit a Ukrposhta branch to submit an application can contact the Ukrposhta hotline on 0 800 300 545.

After receiving an SMS notification about the crediting of funds, you can visit a branch or wait for the postman at home.

To submit an application, you must have the following with you:

  • passport or other identity document;
  • identification code (RNOKPP) or a note in the passport stating its absence;
  • For children, applications are submitted by parents — separately for each child (a birth certificate must be provided).
  • for legal representatives – a document certifying the identity of the guardian and a document confirming the appointment of the guardian to the recipient of assistance.

It is important to note that the Winter Support 2025 received (registered through Diya or at a branch) can be spent directly at Ukrposhta:

  • pay for utilities;
  • subscribe to a newspaper or magazine;
  • pay for postal services (parcels, packaging, stamps);
  • order Ukrainian-made medicines;
  • purchase goods manufactured in Ukraine;
  • make a donation to the Armed Forces of Ukraine.
