Military and Medical Commissions Reform: NAPD Advocates for Dialogue and Positive Change in Public Policy

Representatives of the National Assembly of People with Disabilities of Ukraine support the need to improve the regulatory framework governing the activities of military medical commissions (MMC). The MMC system must be fair, transparent, professional, and capable of delivering high-quality services to both military personnel and civilians. This is a matter of justice, dignity, and efficiency.

The presentation of the study "Blind Spots of the MMC: How the Expert System Works in Ukraine," held on June 17, 2025, by the Media Initiative for Human Rights with the support of the International Renaissance Foundation, became an important platform for discussing challenges in the work of military medical commissions, which make life-changing decisions daily for thousands of individuals — servicemen, conscripts, wounded soldiers, and persons with disabilities.

“Those who are medically fit should defend their homeland with a weapon in hand. But those whose health condition prevents them from doing so must be able to confirm it through a high-quality medical examination — without humiliation, disbelief, or bureaucratic obstacles — and serve effectively in the rear, contributing where they can,” stated the NAPD. They emphasized that the Assembly’s participation in such discussions is a continuation of its longstanding work to protect the rights of persons with disabilities and to advocate for systemic policy improvements.

The NAPD also noted some positive changes introduced in 2025 regarding the organization of MMC procedures — particularly the introduction of electronic referrals through the “Reserv+” app. Experts believe this innovation simplifies the health assessment process for those liable for military service.  

Among the key recommendations of the study addressed to the Ministry of Defense and the Ministry of Health of Ukraine are: the improvement of Order No. 402, and the enhancement of the medical service package titled “Medical Examination of Individuals Organized by Territorial Recruitment and Social Support Centers.”
