As part of the National Barrier-Free Week, the Ministry of Social Policy of Ukraine reminds that many important services and benefits for families with children are available online - conveniently, quickly, and without queues. Social services are not just about payments. It is a person-to-person support in difficult life circumstances.
Among the main social services available to families with children:
Day care for children with disabilities
Submit an application: soc.gov.ua → Authorization → My applications → Submit a new application → select a service.
You can report a family in need of support - even without authorization.
You can apply for these and other services on the Social Portal of the Ministry of Social Policy soc.gov.ua.
- Log in to your personal account in a way that is convenient for you - using a QES, BankID or Diia.Signature.
- Go to the "My statements" - "Statements.", and then click the "Submit a new application".
- Select the "Applications for social services", and then the service itself. Fill in all the details and attach the necessary scanned documents.
- Check the application and sign it with an electronic signature.
Important: The portal has an option to report a family in need of social support. This can be done directly on the main page - without authorization and without a QES.
Child benefit for a single mother or father
This allowance is allocated for each child separately. Its amount is determined individually, depending on the family's income. Read more about who is eligible to receive assistance at the link.
To make a payment, you need to visit Diia portal - diia.gov.ua. In the service catalog, select the section "Family"and then press "Child benefit for a single mother or father". You can also use the at this link.
- Press the button "Submit an application" and log in in a way convenient for you. For example, via BankID or Diia.Signature.
- Select the reason for receiving assistance.
- Provide the details of the child for whom you want to receive assistance, as well as information about family members.
- Choose how you want to receive such assistance.
- Include data on income and property owned by you and your family members, as well as data on receipt of survivor benefits (if any).
- Check the generated application, and then sign it with a QES or Diia.Signature.
Allowance for a child with a serious illness without a disability

You can submit an application at portal Diia - diia.gov.ua. In the service catalog, you must first select the "Pensions" - "Benefits and Assistance"and then press "Helping a person who cares for a sick child", or you can use the at this link.
- Press the button "Submit an application" and log in in a way convenient for you. For example, via BankID or Diia.Signature.
- Specify the data of the child for whom the allowance is intended.
- Specify the method of receiving the payment.
- Provide information about the court decision on adoption, if any.
- Upload a scanned copy of the child's medical certificate issued by the Clinical and Laboratory Committee.
If necessary, upload other scanned copies (birth certificates of the child, adoption decisions, decisions on the placement of the child in a foster family, family-type children's home, decisions on guardianship, etc.)
Check the generated application and sign it with an electronic signature or Diia.Signature.
Information on adoption, guardianship, foster care, family-type children's home, foster care services
On the Unified State Platform on Adoption and Family Forms of Education dity.gov.ua - can be found:
- step-by-step instructions for adopting a child into a family;
- "Care Line" for consulting with specialists;
- online courses on adoption and the specifics of raising children without parental care;
- stories of people who have already adopted children;
- a selection of useful resources.

Consultation of the children's service on the possibility of creating a foster family, family-type children's home, foster family, becoming an adoptive parent or guardian

To get such a consultation, you can apply to portal Diia - diia.gov.ua. In the service catalog, you must first select the "Family" - "Consultation on child adoption", or go straight to the next step at the link.
- Press the button "Submit an application" and log in in a way convenient for you. For example, via BankID or Diia.Signature.
- Fill out the form.
- Check it and sign it with an electronic signature.
Please note: the name of the service indicates adoption, but the consultation can be related to any form of upbringing. Specialists of the children's service will provide you with comprehensive information about all the possibilities of adopting a child that interest you.
For a number of services, such as registering as a candidate for adoption or applying for a family-type orphanage, the algorithm is the same on the Diia portal. It can be found below, after the description of each service.
Become a candidate for adoption
You can go straight to at the link or select the section on the portal "Family" - "Adoption: registration as a candidate".
Important: spouses who wish to adopt a child together submit a joint application signed by both spouses' electronic signatures. The other spouse will receive a notification on the Diia portal and to the e-mail address specified when filling out the application.
Also note: Submitting an application and a package of documents does not automatically grant a person the status of a candidate for adoption. Candidates are registered at the stage after completing mandatory training and obtaining a certificate. Read more about the adoption procedure here.
Create a foster family or family-type children's home
Select the section on the portal "Family" - "Foster parents, foster parents: registration as a candidate" or use the at this link.
Important: the spouses submit a joint application signed with the electronic signatures of both spouses. The other spouse will receive a notification on the Diia portal and to the email address specified when filling out the application.

Become a second foster parent or foster caregiver
This is required for the other spouse in cases where the foster family or family-type children's home was created by one person before the marriage. To do this, click on the section on the portal "Family" - "Becoming the second foster parent or adoptive parent" or use the at this link.
Become a guardian or custodian of a child
- To apply, select the section on the portal "Family" - "Guardianship, custody of a child: registration as a candidate" or use the at this link.

Universal algorithm on the Diia:
- Click the "Apply" button and log in in a way convenient for you. For example, using BankID or Diia.Signature.
- Fill in the information about your marriage (if any) and your spouse, your actual address of residence, as well as the child you plan to adopt.
- After checking the data in the registers, which will take up to 15 minutes, continue filling out the application.
- Information from the registers will be pulled up automatically. If some of the information is missing, you need to attach photos or scanned copies of the documents to the application. In particular, you must upload a copy of the health certificate.
- Check the application and sign it with an electronic signature.
Assistance with the adoption of a child

- Check and sign the application with an electronic signature or Diia.Signature.

- Specify the data of the child or children for whom the allowance is to be allocated.
- Choose how you want to receive assistance.
- Provide information about the court decision on adoption.
