Innovations and changes in disability legislation: adopted acts and published news - until the end of January 2026

The National Assembly of People with Disabilities of Ukraine has prepared a list of important laws, regulations and initiatives that affect the lives of people with disabilities.

In particular, you will be able to familiarize yourself with the articles of the State Budget of Ukraine for 2026 that provide for an increase in basic social standards. We will tell you how these changes have affected the minimum wage, pension payments and certain allowances.

We also bring to your attention the story of Denys Uliutin, Minister of Social Policy, Family and Unity of Ukraine, about the pension reform: transition to a three-tiered system of payments.

The NAPD lawyers also analyzed some draft laws that are currently being considered by the Verkhovna Rada of Ukraine. In particular, we are talking about the draft Law of Ukraine No. 14389, which should ensure the realization of the rights of people with disabilities to employment and paid work guaranteed by the Constitution of Ukraine, national legislation and international agreements of Ukraine. And also about the draft law No. 14191, which plans to introduce some changes to social assistance for people with group III disabilities since childhood.

Recently adopted decisions of the Cabinet of Ministers of Ukraine are important for people with disabilities, in particular, on the procedure for providing childbirth assistance and the newly revised procedure for the appointment and payment of state aid to families with children.

We also informed about the start of the selection of communities for the second phase of the Movement Without Barriers project, which involves the creation of barrier-free routes in communities and is part of a systematic approach to creating an accessible environment. They also spoke about the monthly payments of financial assistance from the Kyiv City Council to those who need help the most, the barrier-free nature of the Civil Registry Office, and the opening of the Military Ombudsman Office.
