Інклюзивні послуги – взаємодія влади та громадськості. Презентація проєкту у Диканській територіальній громаді (ENG)

Минулого тижня представники НАІУ відвідали Диканську територіальну громаду Полтавської обл. За участі заступника голови селищної ради Інеси Реклінг провели ознайомчу зустріч в рамках проєкту «Інклюзивні реабілітаційні послуги», що реалізовується за підтримки Проєкту USAID «ГОВЕРЛА», з представниками ОМС, закладів охорони здоров’я та громадських об’єднань людей з інвалідністю громади. 

Під час заходу презентували цілі та завдання проєкту, головною метою якого є посилення інклюзивності в секторі охорони здоров’я та спрямування своєї діяльності на мобілізацію місцевих організацій осіб з інвалідністю, органів місцевого самоврядування та постачальників медичних послуг. 

Учасників ознайомили із загальними аспектами надання реабілітаційних послуг; представили Алгоритм проведення дослідження щодо надання медичних та реабілітаційних послуг в територіальних громадах. Обговорили проблемні питання щодо надання реабілітаційних послуг в територіальній громаді.

В межах проєкту представники НАІУ відвідали КНП “Диканська лікарня планового лікування”, де зустрілись з керівництвом та персоналом лікарні. Обговорили питання щодо надання інклюзивних реабілітаційних послуг, проблеми та перепони, з якими стикнулися в процесі надання послуг вразливі категорії населення. 

Також провели обстеження прилеглої території та приміщень лікарні на предмет їхньої доступності для осіб з інвалідністю та інших маломобільних груп населення. За результатами обстеження буде підготовлено відповідний звіт, що описує об’єкти дослідження та виявлені бар’єри, а також рекомендацій щодо їх усунення.

Inclusive Services: Enhancing Interaction between Authorities and the Public. Presentation of the Project in Dykanka Territorial Community

On May the 15^th, representatives of the National Assembly of Persons with Disabilities (NAPD) visited Dykanka territorial community in Poltava region. With the participation of the Deputy Head of the Village Council, Ms. Inesa Rekling, the Inclusive Rehabilitation Services project, being implemented with the support from the USAID “HOVERLA” Project, was presented. Representatives of local self-government bodies, healthcare facilities, and public organizations of people with disabilities attended the meeting.

The event highlighted the goals and objectives of the project which aims at enhancing inclusion in healthcare sector and focuses on mobilizing local organizations of people with disabilities, local governments, and healthcare service providers.

The participants of the meeting were informed on the general aspects of delivering rehabilitation services and presented the Algorithm for assessing the provision of accessible medical and rehabilitation services in territorial communities. They also discussed the challenges related to community-based rehabilitation service delivery.

As part of the project, the NAPD representatives visited the communal non-profit entity “Dykanka Planned Treatment Hospital” to meet with the hospital administration and staff and discuss the issues related to the delivery of inclusive rehabilitation services, as well as the problems and barriers faced by vulnerable groups of population when accessing such services.

The project representatives also inspected the accessibility of the adjoining hospital area and premises for people with disabilities and other populations with limited mobility. Based on the accessibility audit results, a report will be prepared describing the inspected objects and identified barriers including recommendations for their removal.

To assess the roles and functions of local governments in implementing inclusive medical and rehabilitation services, an in-depth interview was conducted among representatives of local authorities.
