Many parents caring for children with disabilities are interested in whether they are accrued insurance experience for this period. The Pension Fund of Ukraine on its official website website provides clarification on this issue.
According to Article 11 of the Law of Ukraine «On Compulsory State Pension Insurance», one of the unemployed able-bodied parents who takes care of a child with a disability (or a seriously ill child who has not been diagnosed with a disability) and receives appropriate assistance is considered an insured person.
According to Article 14 of the Law, the insurer in this case is the body that pays the allowance, supplement or compensation for care.
It is this body that pays the single contribution for the caregiver and submits reports to the Register of Insured Persons.
When the period of care is included in the insurance period
The period of care, including care for a child with a disability, is included in the insurance period if the caregiver is a person who provides care:
- is able to work (has not reached retirement age and is not a person with a disability);
- does not work during this period;
- receives assistance, allowances or compensation in accordance with the law (for example, assistance for the care of a person with a disability since childhood and a child with a disability under 18 years of age, state social assistance for care, compensation to an individual who provides social care services on a non-professional basis).
