«Можна – відповіли ми собі, коли почали реалізовувати проєкт «Багатосекторальна гуманітарна допомога для ВПО, репатріантів, ветеранів та приймаючих громад в Україні», – говорить керівниця проєкту від НАІУ Лариса Байда.
«З початку війни НАІУ піднімала питання – скільки жінок та чоловіків з інвалідністю в Україні проживає на території України? Не маючи чітких даних, як можна розподіляти гуманітарну допомогу, надавати грошові виплати, розвивати послуги на рівні громад тощо. Хтось із людей з інвалідністю виїхав в інші країни, хтось став внутрішньо переміщеною особою, хтось загинув, про когось нічого невідомо. Тому, коли розпочався проєкт координаторки в громадах чітко знали, що мають разом зі старостами, соціальними робітниками, працівниками соціального захисту від «хати до хати» зібрати статистику щодо кількість людей з інвалідністю, людей поважного віку 60+, сімей, які виховують дітей з інвалідністю, ветеранів, ВПО з інвалідністю.
«Зараз ми чітко надаємо адресну допомогу тим, кому вона потрібна. Тільки за три місяці проєкт надав грошові виплати 700 особам цільової групи, які проживають в громадах” – продовжує Лариса Байда.
Одним із проблемних питань, які були виявлені під час опитувань жителів громад – це доступ до медичних послуг. Відсутність доріг між селами, транспорту, в тому числі соціального, що утруднює/ унеможливлює доїзди до медичних закладів; відсутність достатньої кількості медичного персоналу; фізична недоступність медичних закладів, обладнання та ін.
Для підтримки людей, які живуть в громадах Національна Асамблея людей з інвалідністю готова до співпраці з усіма заінтересованими інституціями.

“Yes, we can — we responded to ourselves when we started implementing the project “Multisectoral Humanitarian Assistance for IDPs, Repatriates, Veterans, and Host Communities in Ukraine,” says Larysa Bayda, project manager of the NAPD.
“Since the outbreak of the war, the NAPD has been raising the question: how many women and men with disabilities are living in the territory of Ukraine? Without clear and specific data, how can you distribute humanitarian assistance, provide cash support, develop community-based services, etc.? Some people with disabilities have moved to other countries, some have become internally displaced, some have died, and about some people, nothing is known. Therefore, when the project began, the community coordinators knew for sure that, together with the village heads, social workers, and social protection employees, they had to collect statistics “house to house” regarding the number of people with disabilities, people aged 60+, families raising children with disabilities, veterans, and IDPs with disabilities.”
“Now we are providing targeted assistance specifically to those who need it. Within just three months, the project has granted financial support to 700 individuals of the target group who reside in the communities,” adds Larysa Bayda.
Access to medical services is one of the problematic issues identified during surveys of the community residents. The lack of roads between villages and lack of transportation, including social transport, make it difficult or impossible to reach medical facilities. Also, there is a shortage of sufficient medical staff, while healthcare institutions, equipment, and other facilities are physically inaccessible.
