Article 9 Accessibility
- In order to enable persons with disabilities to lead independent lives and to participate fully in all aspects of life, States Parties shall take appropriate measures to ensure that persons with disabilities have access, on an equal basis with others, to the physical environment, to transportation, to information and communication, including information and communication technologies and systems, and to other facilities and services open to or provided by the public, in both urban and rural areas. These measures, which include the identification and removal of obstacles and barriers to accessibility, should apply, in particular.
Barriers are faced by people with disabilities, regardless of citizenship, status, race, etc. The modern urban environment can be «unfriendly» not only to a person with a disability, but also to a child, an elderly person, and any person at all. Architectural barriers become restrictions for a person with a disability to a greater extent than for other residents and entail many consequences that complicate their situation.
Project. «Accessibility for all» is aimed at popularizing the concept of universal design and the articles of the UN Convention on the Rights of Persons with Disabilities, conducting information activities, educational activities aimed at highlighting and encouraging institutions and establishments to create accessibility for people with disabilities and eliminate spatial, transport, domestic isolation, and emotional deprivation. The main activities will include conducting an accessibility audit in Vinnytsia region to highlight the real picture; conducting an information campaign, flash mobs, production and broadcast of the television program «Overcoming Barriers», informational videos «Accessibility and Universal Design», regional competition «People-friendly institution», thematic seminars «Accessibility and Universal Design» for students of colleges, technical schools, and higher education institutions majoring in construction and architecture. The meeting of the regional accessibility committee will once again gather and remind all representatives of local governments in Vinnytsia region of the vital need to create an accessible environment, make inclusive decisions and implement inclusive reforms.
Thus, the project activities are aimed at implementing the National Program «National Action Plan for the Implementation of the UN Convention on the Rights of Persons with Disabilities».
