Війна в Україні змінила життя мільйонів людей. Особливо вразливими в цих умовах стали люди з інвалідністю, внутрішньо переміщені особи (ВПО), ветерани, репатріанти та громади, які їх приймають. Міжнародний проєкт «Мультисекторальна гуманітарна допомога з урахуванням інвалідності», який успішно реалізує Національна Асамблея людей з інвалідністю України (НАІУ) за підтримки міжнародних партнерів займається допомогою саме цим групам населення. У 2024 році проєкт досяг суттєвих результатів, і ми готові поділитися ними.
Людина в центрі уваги: філософія проєкту
Проєкт об’єднав 138 сіл в трьох областях України, допомагаючи вирішувати гострі проблеми, зокрема фінансову підтримку, забезпечення асистивними технологіями, доступ до медицини, освіти та інфраструктури.
Керівниця проєкту Лариса Юріївна Байда зазначає:
«Наш проєкт унікальний тим, що він не просто надає допомогу, а змінює ставлення до людей з інвалідністю. Ми працюємо у найвіддаленіших селах, надаючи їм можливості, яких вони ніколи не мали. Уже в січні 2025 року ми підпишемо меморандуми з місцевими органами влади, що посилить нашу співпрацю та забезпечить сталість змін.»
Досягнення 2024 року
Фінансова підтримка: довіра та ефективність
Наталія Заскалета, фінансова директорка проєкту, наголосила:
«На середину грудня ми перевиконали план виплат на 102%. Допомогу отримали 5 647 осіб. Люди дивуються нашій швидкості: запит вранці — виплата ввечері. Це дає людям віру та довіру.»
Особливо важливою стала допомога для людей старшого віку та родин із дітьми з інвалідністю, які не мали жодного іншого джерела підтримки.
Асистивні технології: рятівні рішення
Закупівля асистивних технолгій і засобів реабілітації стала ключовим напрямом проєкту.
Світлана Петруша, відповідальна за цей напрям, пояснює:
«Смарт-годинники для нечуючих — це не просто гаджет, а інструмент, що рятує життя. Ми забезпечуємо ці технології навіть для осіб, які ще не мають офіційного статусу інвалідності, бо вони потребують допомоги вже зараз».
Крім того, проєкт забезпечив людей в громадах кріслами колісними, ліжками, глюкометрами, тонометрами та іншими життєво необхідними засобами.
Інклюзивна інфраструктура: комфорт і доступність
За рік вдалося реалізувати десятки адвокаційних кампаній, результатом яких стало створення доступної інфраструктури: облаштовано безпечні пішохідні переходи та інклюзивні дитячі майданчики, запущено соціальне таксі, для громад із поганим транспортним сполученням, закуплено аптечки.
Валентина Добридіна, м.Сторожинець, Чернівецької області, розповідає:
«Ми допомогли багатьом людям. Один із найбільш зворушливих випадків — забезпечення спеціальним ліжком чоловіка вагою понад 300 кг. Це не просто допомога, це про людяність і турботу».
Освіта та соціальна інтеграція
Проєкт інвестував у навчання соціальних працівників, педагогів, медиків.
- На Волині проведено тренінги для вчителів і батьків щодо інтеграції дітей з інвалідністю у суспільне життя.
- У Торчині запроваджено лялькотерапію, яка допомагає розвантажувати дітей із особливими освітніми потребами та педагогів.
Алла Ревуцька, Торчинська громада, ділиться:
«Ми не просто розв’язуємо проблеми сьогодення. Ми навчаємо вчителів і соціальних працівників, як працювати з дітьми з інвалідністю. Це знання, що залишаться назавжди».
Виклики 2024 року
Під час війни організовувати та виконувати такі масштабні завдання було непросто. Ніна Пахомлюк, координаторка Волинської області, відзначила:
«У нас не було жодної громадської організації, яка працювала б із людьми з інвалідністю в громаді. Тепер у Рожищах створено “Споріднене тепло” — організацію, що стала каталізатором змін.»
Крім того, важливою стала робота в громадах, які тільки долучилися до проєкту. Як пояснює Світлана Поліщук:
«В Рожищах довелося завойовувати довіру з нуля. Завдяки підтримці місцевої влади , активних людей нам це вдалося. Ми почали з маленьких змін, які стали фундаментом для великих.»
Міжнародна оцінка: Філліпа Такер і перспективи
Робота української команди отримала високу оцінку від міжнародних партнерів. Філліпа Такер, координаторка Європейського форуму інвалідності, зазначила:
«Цей рік був важким. Але ви працювали незважаючи на обстріли, відключення світла, війну. Те, що ваша команда робить, є прикладом для інших країн. Проєкт НАІУ показав, як ефективно працювати у найскладніших умовах».
Філліпа, яка сама є людиною з інвалідністю, підкреслила важливість емпатії та професіоналізму команди:
«Мене вражає ваша самовідданість, знання та готовність змінювати світ. Бідність, вразливість, відсутність ресурсів — ви бачите це щодня, але продовжуєте робити все можливе, щоб змінити ситуацію».
Вона також відзначила високий рівень організації та підготовки команди проєкту, яка не лише відповідає міжнародним стандартам, але й стає прикладом для інших гуманітарних ініціатив.
Плани на 2025 рік
Наступного року проєкт зосередиться на:
- Адресній гуманітарній допомозі людям з інвалідністю в громадах
- Посиленні лідерства громадських організацій осіб з інвалідністю у прийнятті рішень в громадах
- Запровадженні семінарів з питань інвалідності , в тому числію із використання асистивних технологій.
- Забезпеченні доступу до медицини та соціальних послуг навіть у найвіддаленіших селах громад
- Адвокації прав осіб з інвалідністю в гуманітарному реагуванні.
«Ваш проєкт — це приклад стійкості, людяності та професіоналізму. Ви змінюєте життя людей, і це найважливіше», — підсумувала Філліпа Такер.
Проєкт НАІУ став символом інклюзії, підтримки та змін у житті людей з інвалідністю. Завдяки міжнародній співпраці, професіоналізму команди та чітко визначеним цілям, вдалося досягти суттєвих результатів навіть у найскладніші часи.
Цей проєкт показує, що навіть у найбільш кризових умовах можна працювати ефективно, створюючи нові можливості для кожної людини.

International Project “Multisectoral Humanitarian Assistance with Consideration of Disabilities”: Outcomes, Achievements, and Plans for 2025
The war in Ukraine has changed the lives of millions. Particularly vulnerable in these conditions are people with disabilities, internally displaced persons (IDPs), veterans, returnees, and the communities that host them. The international project “Multisectoral Humanitarian Assistance with Consideration of Disabilities,” successfully implemented by the National Assembly of People with Disabilities of Ukraine (NAPD) with the support of international partners, focuses on helping these groups. In 2024, the project achieved significant results, and we are ready to share them.
Human-Centered Approach: The Philosophy of the Project
The project united 138 villages in three regions of Ukraine, addressing acute issues such as financial support, provision of assistive technologies, and access to healthcare, education, and infrastructure.
Project Manager Larisa Yuriyivna Baida notes:
“Our project is unique in that it not only provides assistance but also changes attitudes towards people with disabilities. We work in the most remote villages, offering opportunities they have never had. In January 2025, we will sign memoranda with local authorities to strengthen our cooperation and ensure the sustainability of changes.”
Achievements of 2024
Financial Support: Trust and Efficiency
Natalia Zaskaleta, the project’s financial director, emphasized:
“By mid-December, we exceeded our payout plan by 102%. Assistance was provided to 5,647 people. People are amazed at our speed: a request in the morning — payment by evening. This gives people faith and trust.”
The assistance was particularly crucial for elderly people and families with children with disabilities who had no other source of support.
Assistive Technologies: Life-Saving Solutions
The procurement of innovative devices and rehabilitation tools became a key direction of the project.
Svitlana Petrusha, responsible for this area, explains:
“Smartwatches for the hearing-impaired are not just gadgets but life-saving tools. We provide these technologies even to children who do not yet have an official disability status because they need help now.”
Additionally, the project provided communities with wheelchairs, beds, glucometers, blood pressure monitors, and other essential tools.
Inclusive Infrastructure: Comfort and Accessibility
Over the year, dozens of advocacy campaigns were implemented, resulting in the creation of accessible infrastructure: safe pedestrian crossings and inclusive playgrounds were established, social taxis were launched, and first aid kits were purchased for communities with poor transport connectivity.
Valentina Dobridina, coordinator in the Chernivtsi region, shares:
“We helped many people. One of the most touching cases was providing a special bed for a man weighing over 300 kg. This is not just help, it’s about humanity and care.”
Education and Social Integration
The project invested in training social workers, teachers, and healthcare professionals.
• In Volyn, training sessions for teachers and parents on integrating children with disabilities into social life were conducted.
• In Torchyn, puppet therapy was introduced, which helps alleviate stress for children with special needs and their educators.
Alla Revutska, coordinator of the Torchyn community, says:
“We are not just solving today’s problems. We are teaching teachers and social workers how to work with children with disabilities. This knowledge will remain forever.”
Challenges of 2024
Organizing and implementing such large-scale tasks during the war was challenging.
Nina Pakhomlyuk, coordinator of the Volyn region, noted:
“We had no public organization working with people with disabilities. Now, ‘Kindred Warmth’ in Rozhyshche has become a catalyst for change.”
Furthermore, working in communities that recently joined the project was essential. As Svitlana Polishchuk explains:
“In Rozhyshche, we had to build trust from scratch. Thanks to the support of local authorities, we succeeded. We started with small changes that became the foundation for significant ones.”
International Recognition: Philippa Tucker and Prospects
The work of the Ukrainian team received high praise from international partners. Philippa Tucker, coordinator of the European Disability Forum, noted:
“This year has been tough. But you worked despite shelling, power outages, and the war. What your team does is an example for other countries. The NAPD project has shown how to work effectively in the most challenging conditions.”
Philippa, who is herself a person with a disability, highlighted the importance of empathy and professionalism of the team:
“I am impressed by your dedication, knowledge, and willingness to change the world. Poverty, vulnerability, lack of resources — you see this every day but continue to do everything possible to change the situation.”
She also noted the high level of organization and preparation of the project team, which not only meets international standards but also sets an example for other humanitarian initiatives.
Plans for 2025
Next year, the project will focus on:
• Targeted humanitarian assistance to people with disabilities in communities.
• Strengthening the leadership of organizations of persons with disabilities in decision-making in communities.
• Introducing workshops on the use of assistive technologies.
• Ensuring access to healthcare and social services even in the most remote corners of Ukraine.
• Advocating for the rights of persons with disabilities in humanitarian responses.
“Your project is an example of resilience, humanity, and professionalism. You are changing people’s lives, and that is the most important,” summarized Philippa Tucker.
The NAPD project has become a symbol of inclusion, support, and change in the lives of people with disabilities. Thanks to international cooperation, the professionalism of the team, and clearly defined goals, significant results have been achieved even in the most challenging times. This project demonstrates that even in the most critical conditions, it is possible to work effectively, creating new opportunities for everyone.
