TOOLKIT ENSURING THE RIGHTS OF PERSONS WITH DISABILITIES IN HUMANITARIAN RESPONSE AND RECOVERY IN ACCORDANCE WITH ARTICLE 11 OF THE UN CONVENTION ON THE RIGHTS OF PERSONS WITH DISABILITIES

In August-September 2024, Ukraine reported on the implementation of the UN Convention on the Rights of Persons with Disabilities (CRPD) in Geneva to the UN Committee on the Rights of Persons with Disabilities.

As part of this reporting process, the Coalition of Civil Society Organizations of Persons with Disabilities presented its joint Alternative Report, co-authored by the National Assembly of People with Disabilities of Ukraine (NAPD).

The Alternative Report is based on an in-depth analysis of legislation in various sectors regarding compliance with the Convention and reflects the real situation concerning the rights of women and men with disabilities, people with different types of impairments, older people, parents raising children and youth with disabilities, veterans, and civilians affected by Russia’s military actions.

Based on Ukraine’s state report and the Alternative Report, the Committee adopted the Concluding Observations on the combined second and third periodic reports of Ukraine on the implementation of the Convention, including recommendations related to Article 11, "Situations of Risk and Humanitarian Emergencies."

 

To convey to governmental and civil society institutions the perspective of organizations of persons with disabilities on the necessary steps to properly implement the Committee’s Concluding Observations regarding Article 11 of the Convention—and, most importantly, to ensure and advocate for the rights and needs of persons with disabilities in accessing humanitarian support in emergency situations—the National Assembly of People with Disabilities of Ukraine has prepared a Guide on Ensuring the Rights of Persons with Disabilities in Humanitarian Response and Recovery in the Context of Article 11 of the UN Convention on the Rights of Persons with Disabilities.

The Guide was developed by the National Assembly of People with Disabilities of Ukraine with the support of the World Health Organization within the framework of the project "Expanding the Participation of Persons with Disabilities and Their Representative Organizations in Ukraine's Response."
