Good International Practices in Inclusive Vocational Education and Training: Lessons from Finland, Germany, the United Kingdom and Slovenia

This analytical report presents good international practices in inclusive vocational education and training (VET) and explores their relevance to the further development of inclusive VET in Ukraine.
The publication examines the experience of Finland, Germany, the United Kingdom and Slovenia, focusing on approaches to inclusive vocational education and training, learner support, capacity development of VET staff, cooperation with employers, and the transition from education and training to employment.
Particular attention is given to practices and approaches that may offer useful considerations for Ukraine, taking into account the national context and ongoing reforms. Rather than evaluating the Ukrainian VET system, the report uses international experience to highlight practical approaches that can support equal access to vocational education and pathways to employment.
The report will be useful for VET managers and teaching staff, policymakers and education authorities, experts, practitioners and organisations working to advance accessible and inclusive vocational education and training.
